South American Community of Nations announced at Third South American Summit

South American nations began the creation of an international economic and legislative bloc by a declaration made at the Third South American Summit on 8 December. Named the South American Community of Nations, the organization is a step toward greater coordination among South American states.

Two existing South American trade blocs, the Andean Community (Comunidad Andina) and the Southern Common Market (Mercado Común del Sur, or Mercosur), have been combined and three previously uninvolved states included to create the community.

The summit, held between 7-9 December at Cusco and Ayacucho in Peru, was attended by heads of state from Bolivia, Brazil, Chile, Colombia, Guyana, Peru, Suriname, and Venezuela. Foreign ministers attended for Argentina, Ecuador, Paraguay, and Uruguay. The summit was convened principally to sign the two-page Preamble to the Foundation Act of the South American Union on the second day of the summit. Although the Bolivian and Colombian presidents attended the summit, they did not attend the signing ceremony, this instead being done by representatives. Central American states Mexico and Panama attended the ceremony as observers.

The locations for the summit were chosen for their historical significance and their association with events that reflect well on South America. Cusco was the ancient capital of the advanced civilization of the Incas. Ayachucho was the site of an 1824 decisive victory against Spanish troops by the South American independence movement headed by Simón Bolívar. The First and Second South American Summits were held at Brasília, Brazil in September 2000 and Guayaquil, Ecuador in July 2002.

The community will include every state in South America with the exception of French Guiana, itself a territory of France. Bolivia, Colombia, Ecuador, Peru, and Venezuela join SACN from the Andean Community, a trade bloc established in 1969. From the more recent (1991) Mercosur comes Argentina, Brazil, Paraguay, and Uruguay. Guyana, Suriname, two small northeastern countries which had previously not participated in a South American trade bloc, will not immediately join the community. Chile will additionally join; it has, however, been cautious.

SACN is a more ambitious union than the previous Andean Community and Mercosur. It has been established to be more than a trade union. The “ultimate goal, which can hopefully be reached, in time, is the United States of South America,” explains Secretary General of the Andean Community Wagner. A common currency, tariff-free common market, and regional parliament are all proposed in the Cusco declaration.

Many disputes exist between South American nations that may be issues in advancing SACN.

The principal force behind SACN has been Brazil. The First South American Summit was held in Brazil through the efforts of Brazilian President Fernando Henrique Cardoso.

Chile has been an associate member of Mercosur since 1996. It was a member of the Andean Community from its inception in 1969, but withdrew six years later when ruled by General Augusto Pinochet. With 70% of its GDP attributed to foreign trade, Chile has traditionally favored relations with the United States or the Asia-Pacific Economic Cooperation forum over South American agreements.

SACN’s short-term political and economic effects may be limited. The elimination of all trade tariffs has long been a goal of both the Andean Community and Mercosur, but has had little success.

However, 32 construction projects were approved at the summit. Worth US$4.3bn over five years, the projects focus on improving regional infrastructure. The largest is a US$700m road highway that will link Brazil and Peru across the Andes mountains. “These are anchor projects that will be carried out over five years,” said Wagner. “They were chosen because they do not serve merely as corridors between countries and zones, but also as a means of promoting development in border regions, which have traditionally been the poorest and most marginalised in our countries.” Wagner identifies 350 potential infrastructure projects of a combined cost of US$200bn.

Details of the South American Community of Nations are expected to be planned further at the first First SACN Summit in March or April of 2005 in Brazil. Work on a constitution is expected to begin in 2005. A Second SACN Summit of unspecified date is to be held in Bolivia.

Spain’s men’s national goalball team arrived in Espoo, Finland Friday for the start of the 2014 IBSA Goalball World Championships. The team comes into the tournament with the goal of securing a medal, which would qualify them for the 2016 Summer Paralympics in Rio de Janeiro. The team missed the 2012 Summer Paralympics.

Head coach Francisco Monreal said, “The objective is to reach the medal round, and qualify directly for the 2016 Games, but we need to be realistic and not think game by game, we can get a surprise. […] The competition will be decided in one game, head or tails, where it doesn’t matter what happened before.((es))Spanish language: el objetivo previsto es alcanzar las medallas y clasificarnos directamente para los Juegos de 2016, pero hay que ser realistas y como no vayamos pensando partido a partido, nos podemos llevar una sorpresa. Coming into the competition, the team was ranked eleventh in the world based on the IBSA Unofficial rankings published late last month, down one spot from the April rankings. The team is scheduled to play their first game against the ninth ranked United States men’s team on Monday morning, before playing twenty-first ranked Germany later in the afternoon. Their other scheduled competitors in pool play are top ranked Iran, third ranked Algeria, seventh ranked Finland, twelfth ranked Czech Republic and twentieth ranked Ukraine. The team needs to finish in the top four in their group to advance to the second round.

The team’s roster includes Jose Daniel Fernández, Cristian Santamaria, Félix Vargas, Roman Martínez, Jesús Santana, and Javier Serrato. They are led by head coach Monreal, with assistant coach Carles Estrany and physiotherapist José Bravo. The team is drawn from around the country, with Santana playing for a club in the Canary Islands, Serrato playing for Valencia, Fernández for Madrid area Chamartín, Santamaría for Cantabria, Vargas coming from Barcelona and Martínez from Aragón.

Absent from the 2012 Summer Paralympics, the last major international competition the team competed in was the 2010 Goalball World Championships in Sheffield, England where the team finished fifth. In last year’s IBSA European Goalball Championships in Turkey, the team finished second, behind World Championship hosts and Paralympic gold medalists Finland.

Goalball was created in 1946, exclusively for people with a visual disability and designed to help with the rehabilitation of veterans returning from World War II. Play in the Paralympics consists of two twelve-minute periods, with a three minute break between halves. Players are blindfolded to ensure all are equally visually handicapped on-court, and the game can be stopped to ensure goggles are properly fitted. Standing in front of a long goal, they throw the ball at the opposition team’s net who in turn try to block it by listening to the ball, which contains a bell, and using their bodies to prevent the ball from going in. The audience is asked to remain silent during play.

Two weeks after a disastrous earthquake and tsunami hit Japan, the situation at the severely damaged Fukushima I Nuclear Power Plant has been described by the Prime Minister as “very grave and serious”. In a nationally televised report to the nation on Friday, Naoto Kan said the Japanese government was “not in a position where we can be optimistic.”

Radiation is reported to still be leaking from the plant, in Fukushima prefecture. “The source of the radiation seems to be the reactor core,” said Nuclear and Industrial Safety Agency official Hidehiko Nishiyama, adding that radiation was “more likely” coming from the core than from the reactor’s spent fuel pool.

On Thursday three workers stepped into contaminated cooling water in the reactor’s turbine room while trying to replace cables at reactor No. 3, Nishiyama said. The water seeped into the the boots of two of the workers, touching their skin and causing lesions; the third worker’s clothing protected him from the water. The two workers with skin lesions were hospitalized for radiation exposure. The radiation level of the contaminated water measured 10,000 times the level of cooling water in an undamaged reactor.File:Fukushima I by Digital Globe 2.jpg

Work has been stopped on attempts to reattach a permanent power line to the cooling system in reactor No. 3, and the building has been evacuated. Nishiyama could give no predictions of when work would resume. The possibility that water is leaking from the core of reactor No. 3 increases the danger for workers who attempt to cool the crippled plant. The reactors must be cooled before more safety work can begin.

Japan had been using seawater for cooling since the disaster crippled the power plant’s cooling systems, but U.S. officials were concerned that saltwater could harm the equipment, causing it to seize up and corrode, thereby worsening the situation.

Sweden’s first royal wedding since 1976 took place Saturday when Crown Princess Victoria, 32, married her long-time boyfriend and former personal trainer, Daniel Westling, 36. The ceremony took place at Stockholm Cathedral.

Over 1,200 guests, including many rulers, politicians, royals and other dignitaries from across the world, attended the wedding, which cost an estimated 20 million Swedish kronor. Victoria wore a wedding dress with five-metre long train designed by Pär Engsheden. She wore the same crown that her mother, Queen Silvia, wore on her wedding day 34 years previously, also on June 19. Victoria’s father, King Carl XVI Gustaf, walked Victoria down the aisle, which was deemed untraditional by many. In Sweden, the bride and groom usually walk down the aisle together, emphasising the country’s views on equality. Victoria met with Daniel half-way to the altar, where they exchanged brief kisses, and, to the sounds of the wedding march, made their way to the the silver altar. She was followed by ten bridesmaids. The couple both had tears in their eyes as they said their vows, and apart from fumbling when they exchanged rings, the ceremony went smoothly.

Following the ceremony, the couple headed a fast-paced procession through central Stockholm on a horse-drawn carriage, flanked by police and security. Up to 500,000 people are thought to have lined the streets. They then boarded the Vasaorden, the same royal barge Victoria’s parents used in their wedding, and traveled through Stockholm’s waters, accompanied by flyover of 18 fighter jets near the end of the procession. A wedding banquet followed in the in the Hall of State of the Royal Palace.

Controversy has surrounded the engagement and wedding between the Crown Princess and Westling, a “commoner”. Victoria met Westling as she was recovering from bulemia in 2002. He owned a chain of gymnasiums and was brought in to help bring Victoria back to full health. Westling was raised in a middle-class family in Ockelbo, in central Sweden. His father managed a social services centre, and his mother worked in a post office. When the relationship was made public, Westling was mocked as an outsider and the king was reportedly horrified at the thought of his daughter marrying a “commoner”, even though he did so when he married Silvia. Last year, Westling underwent transplant surgery for a congenital kidney disorder. The Swedish public have been assured that he will be able to have children and that his illness will not be passed on to his offspring.

Westling underwent years of training to prepare for his new role in the royal family, including lessons in etiquette, elocution, and multi-lingual small talk; and a makeover that saw his hair being cropped short, and his plain-looking glasses and clothes being replaced by designer-wear.

Upon marrying the Crown Princess, Westling took his wife’s ducal title and is granted the style “His Royal Highness”. He is now known as HRH Prince Daniel, Duke of Västergötland. He also has his own coat-of-arms and monogram. When Victoria assumes the throne and becomes Queen, Daniel will not become King, but assume a supportive role, similar to that of Prince Phillip, the husband of the United Kingdom’s Queen Elizabeth II.

On Monday, two US Republican Party legislators, Greg Walden and Frank Pallone Jr., respectively the chairman and the ranking member of the United States House Committee on Energy and Commerce, co-wrote a public letter to Jim Zemlin, executive director of The Linux Foundation, about open-source software (OSS) and improving its security. They requested Zemlin to answer their questions by no later than April 16.

The letter contained the following four questions; each of the first two has a further two follow-up questions.

  1. Has the CII [Core Infrastructure Initiative] performed a comprehensive study of which pieces of OSS are most crucial to the “global information infrastructure”?
    1. If not, does the CII plan to perform such a study?
    2. What would the CII need in order to do so?
  2. Has the CII, or any other organizations, compiled any statistics on OSS usage?
    1. If not, does the CII plan to perform such a study?
    2. What would the CII need in order to do so?
  3. In your estimation, how sustainable and stable is the OSS ecosystem?
  4. Based on your response to the previous question, how can the OSS ecosystem be made more sustainable and stable?

Walden and Pallone exemplified Heartbleed, a “critical cybersecurity vulnerability” that allowed the hacking of websites and passwords, and millions of medical records in 2014. They also wrote that, in response to that vulnerability, The Linux Foundation established a multi-million dollar project, the Core Infrastructure Initiative, intended to improve the global infrastucture of such software.

The politicians noted large tech companies like Microsoft, Apple Inc., and Adobe Systems respond more quickly to such critical vulnerabilities than distributors and developers of open-source software.

Open-source software is “publicly accessible” and usually freely-licensed for a wide range of use, such as modification and commercial uses. Walden and Pallone also expressed praise toward open-source software and cited a 2015 survey conducted by Black Duck Software saying 78% of companies used such software.

On May 31, 2007, C. Richard Newsome of the Newsome Law Firm, filed a class action lawsuit on behalf of Antonio Hernandez against IGE (Internet Gaming Entertainment). The main thrust of the lawsuit is that IGE made a “calculated decision to reap substantial profits by knowingly interfering with and substantially impairing the intended use and enjoyment associated with consumer agreements between Blizzard Entertainment and subscribers to its virtual world called World of Warcraft (WoW).”

Specifically, the lawsuit references IGE’s practice of selling WoW items or WoW gold, generated by “farmers“.

There is actually more than one IGE, both of whom are defendants in the lawsuit. IGE, LTD. is a “foreign corporation with its principal place of business in Hong Kong, China, with offices” “located at Euclid Avenue, Suite 222, Miami Beach, Florida, 33149” and “Beverly Hills, California.” IGE U.S. LLC. is a “Delaware corporation with its principal place of business at 105 N.W. 43rd Street, Boca Raton, Florida, 33431.” IGE U.S. LLC. is “an affiliated company” of IGE, LTD.

The lawsuit alleges that the amount in controversy exceeds US$5 million exclusive of interest and costs.

On Wednesday, Board of Control for Cricket in India (BCCI) announced Australian cricketers David Warner and Steve Smith were banned from this year’s Indian Premier League (IPL) after the ball tampering incident in a Cape Town test match versus South Africa.

The ban imposed by the Committee of Administrators, appointed by the Indian Supreme Court, came a day after Cricket Australia (CA) announced Warner and Smith were banned from international as well as domestic cricket in Australia for a year for breaking Cricket Australia’s code of conduct — violating spirit of the game — per Article 2.3.5, and Cameron Bancroft received a similar ban from CA for nine months.

In a statement, BCCI said, “The BCCI hopes that the cricketers participating in the IPL hold the highest regard for the Spirit of Cricket and Code of Conduct for Players and Match Officials.” This dissolved AU$2.4 million contracts of the two. Smith and Warner had vacated their positions as Rajasthan Royals’ and Sunrisers Hyderabad’s captains earlier.

BCCI’s President CK Khanna, IPL Chairman Rajeev Shukla and BCCI Secretary Amitabh Choudhary were consulted by the Committee of Administrators for the ban.

Rajasthan Royals named Indian batsman Ajinkya Rahane as the new captain, while Sunrisers Hyderabad announced New Zealand’s Kane Williamson as the captain. Both the franchise are allowed to make replacements, BCCI had said in the statement. Warner was the highest run-scorer in last year’s IPL and won the 2016 edition of IPL with Hyderabad. This year’s IPL is to start on April 7.

Cameron Bancroft was banned for nine months for actually tampering with the match ball, instructed by David Warner. Bancroft later mislead the match officials when he was caught tampering with the ball. The sanctions by CA include Warner never to be considered for Australia’s captain for demonstrating and instructing a junior player how to tamper with the ball. Bancroft, and captain Steve Smith, who knew about the misconduct, but did not act to prevent it, as well as tried to cover up the matter, may be considered for the captaincy after two years.

Bancroft, who was seen rubbing the match ball with something, later identified as sandpaper, said, “I’m not proud of what’s happened and I have to live with the consequences and the damage to my own reputation that comes with”. Initially, when Bancroft was seen tampering with the ball, he lied to on-field match umpires Richard Illingworth and Nigel Llong that the instrument used was sticky tape, rather than sandpaper, and he was using it to apply granules to the ball.

Bancroft said, “I saw an opportunity to potentially use some tape and get some granules from the rough patches on the wicket and I guess try to change the ball condition […] It didn’t work. The umpires didn’t change the ball. Once I was sighted on the screen having done that I panicked quite a lot and that obviously resulted in me shoving [the tape] down my trousers.” Sandpaper is prohibited to be used with the match ball, however it is used to smooth the cricket bat.

Smith said the decision to change the ball was made during Day 3’s lunch break. Eventually, South Africa went on to win the match by 322 runs as they lead the series 2–1. For altering the ball conditions, the International Cricket Council (ICC) fined Bancroft 75% of the match wage. Bancroft violated ICC’s Article 2.2.9, “changing the condition of the ball”.

On Thursday, Warner posted a tweet apologising the cricket fans. He said, “Mistakes have been made which damaged cricket. I apologise for my part and take responsibility of it.” On social media, Steve Smith said, “I made a serious error of judgement and I now understand the consequences. It was a failure of my leadership. I will do everything I can to make up for my mistake and the damage it has caused”.

CA named Tim Paine as the captain on Tuesday. The three sanctioned were sent back to Australia on Wednesday. Glenn Maxwell, Joe Burns and Matthew Renshaw were called for the team as replacements. Bancroft, Smith and Warner can appeal the sanctions within one week. The sanctioning CA board consisted of former Australian Test players Mark Taylor and Michael Kasprowicz as well as Cricket Australia’s Chairman David Peever, Earl Eddings, Dr Bob Every, John Harnden, Tony Harrison, Jacquie Hey, and Michelle Tredenick.

The Making Home Affordable refinance program targets homeowners who are current on their mortgages, but are currently unable to refinance to a lower rate due to a drop in the value of their home. 4. Do you believe that the amount you owe on your first mortgage is about the same or less than the current value of your house?

If you answered no to any of these questions, then you will want to find out if you qualify for the second part of the Making Home Affordable – the loan modification plan. This plan is for homeowners who can no longer afford their mortgage payments due to an increase in interest rates, a decrease in their income, or a financial hardship such as medical expenses. This plan works for those who are current on their mortgage, or those who are behind on their mortgages. Here are four basic questions that will help to determine if you may be eligible for the loan modification plan:

1. Is your home your primary residence?

2. Is the amount you owe on your first mortgage equal to or less than $729,750?

3. Are you having trouble paying your mortgage? For example, have you had a significant increase in your mortgage payment OR reduction in your income since you got your current loan OR have you suffered a hardship that has increased your expenses (like medical bills)?

4. Did you get your current mortgage before January 1, 2009?

If you answered yes to all four of these questions, then you may be eligible for the Making Home Affordable loan modification program.
