The Bush administration officially notified Congress Monday of its intention to sell sophisticated precision-guided bombs to Saudi Arabia. The action, coinciding with President Bush’s visit to Saudi Arabia, is part of a broader U.S. effort to bolster Gulf allies in the face of a more assertive Iran. VOA’s David Gollust reports from the State Department.

The Bush administration has already briefed Congress on its arms sales plans for Saudi Arabia. Monday’s announcement sets in motion a 30-day period in which the House and Senate can block the plan with a joint resolution – an action that appears highly unlikely.

Under the proposed deal, worth more than $120 million, the United States would provide Saudi Arabia with 900 kits and associated equipment to convert conventional gravity bombs into GPS-guided smart-bombs, known as JDAMs.

The weapons are a mainstay of the U.S. military arsenal and their accuracy would vastly enhance the capability of the Saudi Air Force, which has top-of-the-line U.S.-made fighter-bomber aircraft.

The sale is part of a broader $20-billion arms package for Saudi Arabia and other Gulf states announced by Secretary of State Condoleezza Rice and Defense Secretary Robert Gates last August on a mission to the Gulf, aimed at shoring up U.S. allies concerned about Iranian influence in the region.

Several elements of the broader package including sales of Patriot anti-missile systems to Kuwait and the United Arab Emirates, and upgrades for Saudi Arabia’s AWACS airborne command and control planes, have already gotten congressional assent. Officials here say they also expect the Saudi J-DAMS sale to proceed despite concerns expressed by some congressional supporters of Israel.

At the time the Gulf weapons sales package was announced last year, the Bush administration also committed to a 10-year, $30-billion arms package for Israel, representing a 25 per cent increase in annual U.S. arms aid to that country.

Briefing reporters, State Department Spokesman Sean McCormack said the administration has assured Congress it would do nothing to upset Israel’s military edge over potential enemies in the region.

“We’ve spent a lot of time assuring that we abide by our commitments to a qualitative military edge for Israel,” said Sean McCormack. “This is something that President Reagan first talked about and it’s been reiterated and reconfirmed by each successive president after that. We’re committed to maintaining that qualitative military edge for Israel.”

Israel itself has not protested the pending sale. Israeli officials have said they anticipate being provided with a new-generation U.S. smart bomb more capable than J-DAMS, which have been in service for more than a decade.

A spokesman for House Foreign Affairs Committee Chairman Tom Lantos, a prominent advocate for Israel in Congress, said he does not intend to push a resolution of disapproval.

However one House member, New York Democrat Anthony Weiner, said he would introduce such a measure and already has more than 30 co-sponsors.

Critics of the package have faulted Saudi Arabia’s record in combating terrorism and advancing political reform. Under questioning here, Spokesman McCormack said the Saudi government has made “quantum leaps” in action against terrorist cells and financing in recent years and has begun the process of reform, though not necessarily at a pace that would please some critics.

Two-thirds majorities of the members in both houses would be required to block the sale and officials here say chances for that appear nil.

India is the latest of the countries where the One Laptop Per Child (OLPC) experiment has started. Children from the village of Khairat were given the opportunity to learn how to use the XO laptop. During the last year XO was distributed to children from Arahuay in Peru, Ban Samkha in Thailand, Cardal in Uruguay and Galadima in Nigeria. The OLPC team are, in their reports on the startup of the trials, delighted with how the laptop has improved access to information and ability to carry out educational activities. Thailand’s The Nation has praised the project, describing the children as “enthusiastic” and keen to attend school with their laptops.

Recent good news for the project sees Uruguay having ordered 100,000 of the machines which are to be given to children aged six to twelve. Should all go according to plan a further 300,000 machines will be purchased by 2009 to give one to every child in the country. As the first to order, Uruguay chose the OLPC XO laptop over its rival from Intel, the Classmate PC. In parallel with the delivery of the laptops network connectivity will be provided to schools involved in the project.

Western Australian Master Builders Association (MBA) yesterday demanded the Carpenter Government call an emergency cabinet meeting to avoid a “state of emergency” over the energy crisis gripping WA. A MBA spokesperson said that hundreds of workers have already been stood down, many without pay, and that the cost of building material is soaring.

The Minister for Energy, Fran Logan has admitted that the gas shortage caused by Tuesday’s fire is damaging the economy as mining, manufacturing and construction industries wind back operations. Western Australia’s two major brick producing companies have shut operations and Wesbeam’s $A100 million Neerabup pine production facility has been closed, their 130 employees have been stood down.

Wesbeam chief executive James Malone said, “It’s an industrial tsunami in my view. It’s a little ripple that has very quickly had a huge multiplying effect on the whole community”.

Michael McLean, Master Building Association director said “It’s a worst-nightmare scenario, and not one we could have imagined in our wildest dreams,” building supplies are expected to start running out by the middle of next week.

Premier Carpenter has announced a meeting of ministers and industry representatives to take place on Sunday to discuss solutions to the growing crisis. Tim Wall, managing director of Apache Corporation has said Apache is conducting a worldwide search for the parts need to repair the pipeline.

Major mining companies and Apache partners BHP Billiton and Rio Tinto have already reported they are suffering with the loss of gas supply; the Chamber of Minerals and Energy has talked down the effect saying that they don’t expect the crisis to take the heat off the booming mining industry.

Opposition leader Troy Buswell has describe the performance of Fran Logan as “absolutely dismal” noting that Mr Logan had experienced a similar incident in January this year, when a fire at Woodsides Karratha operations had a similar effect.

What Is MRSA?

MRSA short for methicillin-resistant Staphylococcus aureus is a bacterial staph infection dubbed by the media a superbug because of its resistance to commonly prescribed antibiotics including methicillin, oxacillin, penicillin, and amoxicillin. According to the Centers for Disease Control and Prevention (CDC), MRSA bacteria is present in only about one percent of the population; and while just carrying the bacteria, termed colonization, does not mean an individual will become ill, they can still pass it to others who may develop the more serious, and potentially fatal, surgical wound/skin infections, bloodstream infections, or pneumonia.

What Is Community-Associated MRSA (CA-MRSA) and How Does It Differ from MRSA?

MRSA is most often seen in people in hospitals and healthcare centers who have weakened immune systems. However, in the 1990s, it began appearing in the general public. According to the CDC, MRSA infections that are acquired by persons who have not been recently (within the past year) hospitalized or had a medical procedure (such as dialysis, surgery, catheters) are know [sic] as CA-MRSA infections.

MRSA and Cosmetic Procedures

So how does the risk of MRSA and CA-MRSA relate specifically to those considering plastic surgery? The main reason that cosmetic patients need to be concerned about MRSA is that having a fresh incision makes one more susceptible to contracting an infection. And while many safe, clean plastic surgery or cosmetic surgery facilities maintain a sterile environment and might have a low rate of any type of post-op infection, most plastic procedures are outpatient, which means patients return home, and into the community, the same day as their surgeries. Consequently, the responsibility for protecting against infection rests predominantly on the patients themselves.

So what are the most effective measures patients can take toward prevention? Compiled from materials distributed by the Mayo Clinic and the CDC, Bakersfield plastic surgeon Dr. Shah tailors his tips specifically to protecting patients from MRSA following plastic surgery.

Prior to your procedure:

Prepare your place before surgery. Clean your home thoroughly prior to your surgery by wiping down all surfaces with a cleaning solution that states explicitly on the label that it kills methicillin-resistant Staph aureus, such Mr. Clean Antibacterial Multi-Surface spray or StaphAseptic (www.StaphASeptic.com). This means you ll return home to safe surroundings and eliminate the need to wipe away (and come into contact with) germs when your incisions are at their most vulnerable.

Sanitize towels and bedding. Wash all linens directly before your procedure, so only clean cloths will be near your fresh incisions. Continue to cleanse towels, bedding, and clothing frequently for a month post op, washing and drying on hot (and adding bleach, ideally).

For the first MONTH post op:

Keep hands clean. Wash hands regularly with soap and water, particularly after returning home or touching shared surfaces: Scrub thoroughly for a minimum of 15 seconds, then dry with a non-reusable towel (such as a paper towel), and turn off faucet using a fresh sheet. Of course, remember to always wash your hands before touching your incisions!

Keep incisions clean and covered. Since recent wounds allow easy entry for MRSA and other bacterial infections, the most important protective pointer is to make sure your incision(s) are clean and covered at all times, using simple soap and water; then wrapping with a fresh, dry bandage; and even still, avoiding skin-to-skin contact as much as possible. Remember, moisture creates an ideal environment for bacteria to grow; so keep your incisions as dry as possible.

Pack Purell (and pass it around!) When out and about, carry a bottle of hand sanitizer in case you get caught without the ability to wash. At home, give each family member a bottle of their own, so they can avoid passing potentially dangerous bacteria on to you.

Shun the sharing of personal items. Since MRSA can be spread via contaminated items as well as direct contact, it s crucial that you not share anything that touches your incisions until they are completely healed, including towels, razors, sheets and blankets, and clothing. Because CA-MRSA is contagious in the community at large, anyone no matter how hygienic is a potential carrier and can potentially pass it along to you!

Keep yourself clean. The cleaner your body in general, the less likely bacteria is to find its way into your wound(s). Therefore, for the month following your surgery, make certain you shower (with soap) regularly, particularly after public outings or exercise.

Avoid breeding-grounds for bacteria. Because certain places like schools, hospitals, gyms, and jails are known for being ripe with bacteria (including MRSA), try your best to stay away until you are fully healed. If absolutely unavoidable, make sure your incisions are well bandaged and covered with clothing.

Watch for warning signs of MRSA. Keep an eye on your incision(s), and call your surgeon immediately if you observe an increase in redness, swelling, or tenderness, or if you develop any oozing, drainage, or a fever.

What if I Become Infected Is MRSA Treatable?

Yes; MRSA can be remedied with certain antibiotics or treating/draining the infected abscess or boil itself.

So while MRSA does have the potential to be life threatening, all sources seem to come to the same conclusion: Patients like you play an integral role in staying safe. MRSA is a serious issue, but one that can be controlled by understanding transmission and practicing some relatively simple precautions.

A team of eight transplant surgeons in Cleveland Clinic in Ohio, USA, led by reconstructive surgeon Dr. Maria Siemionow, age 58, have successfully performed the first almost total face transplant in the US, and the fourth globally, on a woman so horribly disfigured due to trauma, that cost her an eye. Two weeks ago Dr. Siemionow, in a 23-hour marathon surgery, replaced 80 percent of her face, by transplanting or grafting bone, nerve, blood vessels, muscles and skin harvested from a female donor’s cadaver.

The Clinic surgeons, in Wednesday’s news conference, described the details of the transplant but upon request, the team did not publish her name, age and cause of injury nor the donor’s identity. The patient’s family desired the reason for her transplant to remain confidential. The Los Angeles Times reported that the patient “had no upper jaw, nose, cheeks or lower eyelids and was unable to eat, talk, smile, smell or breathe on her own.” The clinic’s dermatology and plastic surgery chair, Francis Papay, described the nine hours phase of the procedure: “We transferred the skin, all the facial muscles in the upper face and mid-face, the upper lip, all of the nose, most of the sinuses around the nose, the upper jaw including the teeth, the facial nerve.” Thereafter, another team spent three hours sewing the woman’s blood vessels to that of the donor’s face to restore blood circulation, making the graft a success.

The New York Times reported that “three partial face transplants have been performed since 2005, two in France and one in China, all using facial tissue from a dead donor with permission from their families.” “Only the forehead, upper eyelids, lower lip, lower teeth and jaw are hers, the rest of her face comes from a cadaver; she could not eat on her own or breathe without a hole in her windpipe. About 77 square inches of tissue were transplanted from the donor,” it further described the details of the medical marvel. The patient, however, must take lifetime immunosuppressive drugs, also called antirejection drugs, which do not guarantee success. The transplant team said that in case of failure, it would replace the part with a skin graft taken from her own body.

Dr. Bohdan Pomahac, a Brigham and Women’s Hospital surgeon praised the recent medical development. “There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Leading bioethicist Arthur Caplan of the University of Pennsylvania withheld judgment on the Cleveland transplant amid grave concerns on the post-operation results. “The biggest ethical problem is dealing with failure — if your face rejects. It would be a living hell. If your face is falling off and you can’t eat and you can’t breathe and you’re suffering in a terrible manner that can’t be reversed, you need to put on the table assistance in dying. There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Dr Alex Clarke, of the Royal Free Hospital had praised the Clinic for its contribution to medicine. “It is a real step forward for people who have severe disfigurement and this operation has been done by a team who have really prepared and worked towards this for a number of years. These transplants have proven that the technical difficulties can be overcome and psychologically the patients are doing well. They have all have reacted positively and have begun to do things they were not able to before. All the things people thought were barriers to this kind of operations have been overcome,” she said.

The first partial face transplant surgery on a living human was performed on Isabelle Dinoire on November 27 2005, when she was 38, by Professor Bernard Devauchelle, assisted by Professor Jean-Michel Dubernard in Amiens, France. Her Labrador dog mauled her in May 2005. A triangle of face tissue including the nose and mouth was taken from a brain-dead female donor and grafted onto the patient. Scientists elsewhere have performed scalp and ear transplants. However, the claim is the first for a mouth and nose transplant. Experts say the mouth and nose are the most difficult parts of the face to transplant.

In 2004, the same Cleveland Clinic, became the first institution to approve this surgery and test it on cadavers. In October 2006, surgeon Peter Butler at London‘s Royal Free Hospital in the UK was given permission by the NHS ethics board to carry out a full face transplant. His team will select four adult patients (children cannot be selected due to concerns over consent), with operations being carried out at six month intervals. In March 2008, the treatment of 30-year-old neurofibromatosis victim Pascal Coler of France ended after having received what his doctors call the worlds first successful full face transplant.

Ethical concerns, psychological impact, problems relating to immunosuppression and consequences of technical failure have prevented teams from performing face transplant operations in the past, even though it has been technically possible to carry out such procedures for years.

Mr Iain Hutchison, of Barts and the London Hospital, warned of several problems with face transplants, such as blood vessels in the donated tissue clotting and immunosuppressants failing or increasing the patient’s risk of cancer. He also pointed out ethical issues with the fact that the procedure requires a “beating heart donor”. The transplant is carried out while the donor is brain dead, but still alive by use of a ventilator.

According to Stephen Wigmore, chair of British Transplantation Society’s ethics committee, it is unknown to what extent facial expressions will function in the long term. He said that it is not certain whether a patient could be left worse off in the case of a face transplant failing.

Mr Michael Earley, a member of the Royal College of Surgeon‘s facial transplantation working party, commented that if successful, the transplant would be “a major breakthrough in facial reconstruction” and “a major step forward for the facially disfigured.”

In Wednesday’s conference, Siemionow said “we know that there are so many patients there in their homes where they are hiding from society because they are afraid to walk to the grocery stores, they are afraid to go the the street.” “Our patient was called names and was humiliated. We very much hope that for this very special group of patients there is a hope that someday they will be able to go comfortably from their houses and enjoy the things we take for granted,” she added.

In response to the medical breakthrough, a British medical group led by Royal Free Hospital’s lead surgeon Dr Peter Butler, said they will finish the world’s first full face transplant within a year. “We hope to make an announcement about a full-face operation in the next 12 months. This latest operation shows how facial transplantation can help a particular group of the most severely facially injured people. These are people who would otherwise live a terrible twilight life, shut away from public gaze,” he said.

An unemployed, single mother from South Carolina has confessed to suffocating her two toddler children with her bare hands. After suffocating her one year-old and two year-old sons, 29 year-old Shaquan Duley drove her car into a river. Police have identified the suffocated children as Ja’van T. Duley and Devean C. Duley. She faces two murder charges and is scheduled to appear in court on Wednesday.

Duley had apparently argued with her mother the night before the murder. Orangeburg County Sheriff Larry Williams has stated that “We believe this is a direct response [to the argument] from Ms. Duley. I believe she was just fed up with her mother telling her she couldn’t take care of the children and she wasn’t taking care of her children and she just wanted to be free.” Williams also said that Shaquan’s mother “was a very, I guess, firm individual. … She often talked with her daughter about, I guess, maybe being more of a mother or being more reliable.”

US officials said Monday that an American, Aijalon Mahli Gomes, sentenced to hard labor in North Korea was visited by a US consular official and two American doctors.

“We requested permission to visit Mr. Gomes. That permission from the North Korean government was granted,” said U.S. State Department spokesman Philip Crowley. Crowley also said that “We requested permission to bring Mr. Gomes home. Unfortunately, he remains in North Korea.”

North Korea said that Gomes was hospitalized after attempting suicide. Gomes was arrested by North Korean authorities and sentenced to eight years of hard labor in January after the 31 year-old man alledgedly attempted to cross the border with China.

In a recent ad-hoc survey conducted by Wikinews contributor Darren Mar, 150 students were randomly pulled aside in the hallways of the university, and asked if they own an MP3 player. 94 of the 150 students (62.66%) did in fact own MP3 devices, most of who were found to be carrying it on them when questioned. There was one simple follow up question for those who had a player: “If it were possible to have complete and safe control of the device on the steering wheel of a car, would you rather listen to your device, or the radio?” There were three answers possible, yes, no or both. Of the 94, 78 (82.98%) said yes, eleven (11.70%) said no, and five (5.32%) said both. The reporting took place primarily on March 16, 2007. The reasons for those who would listen to their device were commercial free music, personalized choice of music, and complete control of what you are listening to.

This study was motivated by the new design of 2006+ model cars. Many are being built with auxiliary jacks for the stock radio, allowing the driver to easily connect any audio playing device to the car’s sound system with a simple 3.5mm plug. What’s more, cars in the upper price echelon are being built with (1) a custom made area in the dash for MP3 players (iPod’s being the most popular), and (2) implementing audio device control right onto the steering wheel. A good example of this is the Ford Fusion or the 2007 Lexus IS250: “The centre console input port allows an iPod, MP3 or Windows Media Audio player to be plugged into the IS audio system.”

Fire alarm systems used to be exclusively for wealthy people people who lived in the exclusive areas of a town. It would be very rare for a normal family, in a regular neighborhood, to have installed such a device. It is quite commonplace to – own one now. This database will also carry contact information for the property owner, or keyholder, so they are aware of what is happening. The presence of the keyholder at the incident can also be very useful to members of the fire department.

The brain of the whole system is the control panel. This is the link between the property and the monitoring center, feeding it information 24 hours a day. Depending on the model, and the budget that you have set aside the your system, the control panel could even include detectors for variations in movement and smoke.

Some detection systems are extremely expensive, it all depends on the value that you put on the security of your family and your property on how much you spend. You will find some that are relatively inexpensive that do serve your requirements. There are even some available that allow you to add more features as you upgrade your requirements and your budget is more flexible.

Different fire alarm systems work in different ways, some are activated by sudden changes in temperature, whereas others are programmed to respond to chemical changes in the atmosphere. Nevertheless, the purpose of both types is to monitor for fire. North America’s largest outdoor dog festival came back to Toronto last weekend for its fifth year. It ran from the 9th of June to the 10th of June at Toronto’s historical St. Lawrence Market. A Wikinews reporter was there on Sunday to report on some of the events that happened on the last day.

The “Woofstock” dog festival attracted as many as 140,000 people with their dogs. The festival had tons of accessories, sold under tents, to buy for dogs; food, toys, designer clothes, and more. About 400 vendors and exhibitors were there to promote their products, which also gave private dog companies or groups a chance to show their new products. The local SPCA and some animal rescues were under tents answering questions from visitors. While walking, all visitors could see the CN Tower and other very tall buildings.

One of the local TV stations, Citytv, was there. They hosted a live event at the show which was broadcast on TV. People came up on the stage and asked questions regarding their dogs and the host and co-host answered them.

A man, who called himself the “Chalk Master”, drew two pictures on pavement with chalk. He did it for free but donations were welcome. One was a picture of a girl’s head beside a dog’s head, and another with a wolf.

“Hello Humans. I’ve been invited here to provide your eyeball(s), with some pretty colours. I don’t get paid as I work this weekend strictly for tips… so, if you like what you see please make a DONATION. If you don’t like it simply reach into the pocket of the person next to you and give me their money. CHALK MASTER.”

A contest called “Canada’s top dog” had its own tent with a professional photographer taking pictures of dogs behind a white screen; the winning photo is to be published on the cover of “Puppy and dog basics” magazine.

Large “Gourmet” dog bones were also served from a cart and table.

Next year’s festival is expected to be bigger and better with even more attractions.
