The International Criminal Court (ICC) in The Hague, Netherlands has ordered the arrest of the president of the African country of Sudan, Omar Hassan al-Bashir. The warrant was issued by the ICC for seven charges of crimes against humanity and war crimes, in the Darfur region of the country.

In the ruling, the ICC said that al-Bashir was “intentionally directing attacks against an important part of the civilian population of Darfur, Sudan, murdering, exterminating, raping, torturing and forcibly transferring large numbers of civilians and pillaging their property”. The ruling added that there was not enough evidence to charge him with genocide. A few hours after its ruling, the Sudan revoked six foreign aid agency licenses, but did not state why.

The ICC has never before issued an arrest warrant for a head-of-state while they were still in power. In the nearly six-years that the Darfur region has been engaged in battle, over 300,000 people have been killed, or died as a result of the fighting. Countless millions have fled the country, seeking shelter in refugee camps.

During a rally protesting the decision on Wednesday, Al-Bashir spoke, calling the charges worthless and told the ICC to “eat” the warrant. “[It is] not worth the ink it is written on. It is a flawed decision”. Egypt says it is also not in favor of the warrant and the government states it will ask the United Nations Security Council to stop the implementation of it.

The Human Rights Watch, a human rights organization located in the United States, in New York “the International Criminal Court has made Omar al-Bashir a wanted man”, welcoming the warrant.

United States President George W. Bush has nominated Robert Davis McCallum, Jr. to be the new US Ambassador to Australia. The ambassadorship has been vacant for 12 months and 28 days.

McCallum is an associate attorney-general for the Department of Justice and previously represented big tobacco companies at an Atlanta law firm. He also has a master’s degree from Oxford University and is a Rhodes Scholar as well as having a bachelor’s degree from Yale.

Former deputy secretary of state, Richard Armitage, said earlier this month that the fact Australia was still without an ambassador might indicate a “lackadaisical attitude” to the region.

McCallum is one of the 15 Skull and Bones members from the 1968 group, of which President Bush was also a member.

Beijing’s city legislature has approved a bill, one year in the making, to safeguard the historical and cultural heritage of old Beijing. The new 41-article set of regulations will come into effect May 1, requiring the city to protect listed heritage sites and unlisted sites deemed of historical or cultural value. It also guarantees protection for the area within the city’s Second Ring Road.

Director of the Beijing Administrative Bureau of Cultural Heritage, Mei Ninghua, said “the most encouraging content of the regulations is that Beijing will pay more attention to protecting the old city’s landscape in its entirety, rather than just focussing on scattered heritage sites.” This means the old city layout, colours of buildings, and the names of houses and lanes will have legal protection.

“We took measures to protect the city’s siheyuan courtyard houses by tagging protection plates on more than 650 of them in 2003, preventing them from being demolished or damaged during the city’s massive housing reconstruction projects,” said Mei.

“Now the new regulations give legal buttress to the protection of siheyuan courtyard homes, as well as other unmovable ancient treasures, that have yet to be listed but are at risk of being demolished during urban renovation.”

Modern Beijing, capital of China for 850 years, was built by Mongul Emporer Kublai Khan in 1267 AD. In the vicinity of the current city once was Ji (?), the capital of the State of Yan (?), a power of the Warring States Period – but it has been lost in the mists of time.

Vastly different from the YODEX, mainly focused on students’ designs, the 2008 2nd Taiwan Designers’ Week, a collective show organized by Taiwan Designers’ Web for industrial designs and individual design studios, took place at the Xinyi Public Assembly Hall, formally known as “Si-Si Nan Cun (in Chinese: ????)” and entitled the theme of “Design & Beyond”.

This professional exhibition featured topical designs including “Play with the Eating Culture”, “Wall”, “The Story of Paper-Cutting”, “Basket”, “Between On and Off”, “50 Pleasures in the Study – Dian Shin Refreshment 2008”, “Reincarnation”, and “NoName Design”, at Xinyi Public Assembly Hall; “City Yeast 2008?Balcony Project” at Xue Xue Institute from June 26th to July 8th; “Having A Perfect Life Is Easy” at Taipei Artist Village from June 27th to July 7th. In addition, The XRANGE Studio also created a giant floating cloud at Central Square of Xinyi Public Assembly Hall.

Innovative designs in this exhibition showcased different topical elements on environment, modern lifestyle, current incident, and subculture. Those reflect the achievements by professional designers in Taiwan as Taiwan’s designs were affirmed in several international design competitions including G-mark, Red Dot, and iF.

After this exhibition, Taiwan Design Center, the show co-organizer, scheduled several upcoming competitions and shows from this August to October including “Taiwan Design Expo”, “Taiwan Design Award”, “Taiwan International Design Competition”, and “Creative Taiwan”.

Last Tuesday early morning, a sea lion walked from the beach into Pantai Inn in La Jolla, California. The animal was rescued by local animal rescue authorities. Wikinews took an interview from Shane Pappas, a General Manager of the inn.

((Wikinews)) At what time of day did the sea lion enter the Inn?

Shane Pappas: Surveillance footage shows that our sea lion friend made her way onto our property at approximately 5:45am on Tuesday morning. She waddled through our courtyard and climbed up onto one of our lounge chairs.

((WN)) How long did he stay in the Inn before he was moved out of the building?

Shane Pappas: The sea lion was not seen by our staff until about 6:30am. At that point my front desk agent Veronica made frantic calls to the authorities to find someone to come rescue the sea lion. By the time we got a hold of Sea World they were able to come and rescue her at around 9:45am. All told the sea lion was here for about four hours.

((WN)) What do you think attracted the animal? Was it the radio sound? Was it heard as far as the beach?

Shane Pappas: We’re not sure what attracted the sea lion. We like to think that it was the beauty and relaxation of our courtyard. In regards to the radio sound I’m not sure what you are referring to.

((WN)) Who and how transported the animal out of the building?

Shane Pappas: A gentleman named Bill who is a rescue worker with Sea World came out to rescue the pup. He asked if I would assist in the rescue which I was more than happy to do. It’s not every day that you get to rescue a sea lion.

((WN)) Where was the animal transported to?

Shane Pappas: The sea lion was loaded into a crate on a truck and transported back to Sea World. She will be kept there for six weeks so that she can be nursed back to health and returned to the wild.
