A new 154-page Government Accountability Office (GAO) report says seven federal departments together spent US$1.6 billion on 343 contracts with public relations firms, advertising agencies, and media organizations, as well as individuals involved in such activities.

Congressional Democrats requested the report after several incidents surfaced in which journalists or commentators were paid to promote the Bush administrations programs, but did not disclose the financing, so called payola. In one case, Armstrong Williams was paid $186,000 for promotions of President Bush’s No Child Left Behind law. The administrations position was that an agencies’ mission includes spreading information about federal programs.

At that time, the GAO had independent objections to the ready-to-air news stories the administration’s provided to TV stations in order to promote it policies. The administration claimed the burden of disclosure falls to the TV stations.

Congress has now inserted a provision into an annual spending bill requiring federal agencies to include “a clear notification” within the text or audio of a prepackaged news story that it was prepared or paid for by the government.

Rep. Henry A. Waxman (D-Calif.) said “Careful oversight of this spending is essential given the track record of the Bush administration, which has used taxpayer dollars to fund covert propaganda within the United States.”

The seven agencies covered by the report are Commerce, Defense, Health and Human Services, Homeland Security, Interior, Treasury, and Veterans Affairs.

A fatal accident inquiry concluded three patients who underwent keyhole surgery to remove their gall bladders died as a result of mistakes during, and after, the operations. Agnes Nicol, George Johnstone, and Andrew Ritchie died within a three-month period in 2006 whilst in the care of NHS Lanarkshire in Scotland.

Later expanded to look at all three deaths, the inquiry initially established to look into the case of Nicol, 50, who received surgery in late 2005. A surgeon at Wishaw General Hospital mistakenly cut her bile duct and her right hepatic artery. Whilst suturing her portal vein, her liver was left with 20% of its normal blood supply; the errors were not discovered until her transfer to liver specialists at Edinburgh’s Royal Infirmary.

By then, her liver was seriously damaged. She developed septicaemia, dying from multiple organ failure in March 2006.

Johnstone, 54, underwent the same procedure at Monklands District General Hospital on May 9, 2006. A consultant surgeon accidentally damaged, possibly severing, his bile duct. He died two days later in intensive care from the combined effects of multiple organ failure and a heart ailment.

Ritchie, 62, died in intensive care a week after an operation in June 2006. He died from intra abdominal haemorrhage caused by errors during the surgery.

Different surgeons were involved each time and the inquiry, under Sheriff Robert Dickson, found no evidence of poor training or inadequate experience. Dickson noted that in each case there was lack of action on a “growing body of evidence that there was something fundamentally wrong with the patient” and surgeons failed to contemplate their own actions as potentially responsible. He agreed with two professors that it may have been possible to save their lives “had the post-operative care been to the standard which they expected, and had there been a proper management plan which staff could have worked to” and noted that all the patients suffered from a lack of adequate medical notes being available after their surgery. He described the care as having “clear faults”.

NHS Lanarkshire has issued an apology, saying they “did fall below the high standards of care we aim to maintain in these cases and this has been extremely distressing for the patients’ families. We would like to take this opportunity to apologise to them.” The health board added improvements had been made regarding “these types of cases” as well as with document management.

In February 2017, the Iranian Chess Federation announced two teenage chess players, Dorsa Derakhshani and her younger brother Borna Derakhshani, were banned from representing the national team. The federation announced their decision although Dorsa Derakhshani had previously decided and informed the chess federation she did not wish to play for Iran.

Dorsa Derakhshani is currently 21 years old and holds the International Master (IM) as well as Woman Grand Master (WGM) titles. Her brother, Borna, plays for the English Federation and holds the FIDE Master title.

Dorsa Derakhshani was banned since she did not wear a hijab, an Islamic headscarf, while competing at the Tradewise Gibraltar Chess Festival in January 2017. Under the laws of Islamic Republic of Iran, hijab is a mandatory dress code. Her brother Borna Deraskhsani was banned for playing against Israeli Grand Master (GM) Alexander Huzman at the same tournament. Iran does not recognise the existence of Israel, and previously, Irani athletes have avoided playing against Israeli athletes.

It can be said that there are six principles for excellent leadership coaching. One should know what these are so that he would also know how to cultivate the traits in order to become a success when dealing with various people in the coaching process. The 6 principles are as follows:

Principle #1: Be A Good Listener

When a leader isolates oneself from the things going on around him, they would in turn also be shutting themselves off from important information that is essential for them to know what is happening in their business organization. More than what is being said, great leadership coaching also requires listening to what is not being said. What is the state of mind and mood for instance of the employees? By knowing this, a leader could then take corrective action swiftly to avoid undermining the business operations.

Principle #2: Trust Thyself

Employees can readily sense a boss who is filled with self-doubt and this will consequently decrease their level of confidence in you and in what you do. Principle #3: Empowering People

Some bosses have the feeling that everything must be done by him. However, the result of this is that oftentimes it would just overwhelm him. It also undermines the other human resources found in the organization. A truly great leadership coach would know how to empower other individuals so that they turn into high performance individuals and consequently high performance teams. This leadership coach has confidence in the other players in the organization so that they become empowered to unleash their true potential

Principle #4: Resilience

Resilience means not getting the negativity that is happening around get the better of you. Great leadership coaching requires the blocking of the different problem and stresses that comes your way. It means having the fortitude and the inner strength to withstand current troubles. It means not breaking down because of pressure. As a leader, one should be able to lead the team amidst good times and bad without breaking down emotionally when the going gets tough.

Principle #5: Decisiveness

A good leadership coach must make decisions even if it could be a difficult and emotional one. He should be able to weigh the consequences of making a decision versus just letting the status quo rule. By doing so, he would be able to change lives of others for the better because he could steer the life of a person to where it should be regardless of the emotional consequences initially.

Principle #6: Taking Responsibility

A leader realizes that a significant responsibility rests on his shoulder to breathe life on the organization and one way to do this is through leadership coaching. A leader should realize the vital roles and responsibilities of each employees and internalize his responsibility in ensuring that everybody works towards a common goal.

The 6 principles of leadership coaching can only thus be embodied by a leader who has been able to develop themselves emotionally first. To be able to do the 6 principles, the leader himself must be whole.

Many people automatically associate the word “cheap” with another word and that word is “nasty”. This gives rise to a reluctance to get involved with anything “cheap”. For example, if we see an advertisement telling us to buy Cheap Cabinets for our home we will automatically ignore it. Pope Benedict XVI spoke with astronauts aboard the International Space Station yesterday, marking the first time a pope has conversed with astronauts in orbit.

Organized by the European Space Agency (ESA), the call originated from the Vatican Library at 7:11 am Eastern time. German ESA astronaut Thomas Reiter, president of the Italian Space Agency Enrico Saggese, and General Giuseppe Bernardis of the Italian Air Force were also in the room at the Vatican. Aboard the spacecraft were Italian, U.S., and Russian crew members of the Endeavour STS-134 mission and Expedition 27.

Endeavour commander and U.S. astronaut Mark Kelly greeted His Holiness aboard the spacecraft. The Pope wished Kelly’s wife, Arizona Rep. Gabrielle Giffords, well as she recovers from an assassination attempt that took place in January. Doctors inserted a hard plastic implant, or a bone flap, into Giffords’s skull last Wednesday. The Pope also asked of the astronauts’ impressions of the planet from space.

“We fly over most of the world and we don’t see borders, but at the same time we realize that people fight with each other and there is a lot of violence in this world,” Kelly said. The Pope sent his condolences to Italian astronaut Paolo Nespoli, whose mother died earlier this month while he was in space.

At least eight construction workers have died and thirteen more are injured after a building collapsed during construction in Qiuzhigou Village, a suburb of China’s Wuhan City. It is unclear how many more if any are trapped as the project’s coordinator fled and is being sought by police.

The collapse occurred at 5 p.m. local time yesterday and reduced the four-story structure to a five-metre pile of rubble. The building was a private residence and was illegal as authorities had not been informed of it. Its location in an area accessible only via narrow alleys is hampering search and rescue efforts as heavy equipment such as cranes is having difficulty reaching the scene.

Around 100 rescuers continue to pick through the rubble in the rain. An investigation has been launched.

Coinciding with Easter Sunday, Glasgow Cannabis Social Club’s annual 420 event was held on Glasgow Green, under sunny blue skies, and overlooking the river Clyde. Despite the city’s council attempting to revoke permission for the gathering at the last minute, police were happy for it to go-ahead with approximately a dozen officers attending in high-visibility vests.

The Daily Record reported five arrests were made for minor offences, likely smoking and possession of small quantities of cannabis. Taking a less-sensational — and more accurate — line of reporting, the Monday edition of Glasgow’s Evening News stated five were referred to the Procurator Fiscal who is responsible for deciding if charges should be brought.

Official figures provided by the police were that 150 attended. With people coming and going, Wikinews reporters estimated upwards of 200 attended, compared to nearly 700 who had signed up for the event on Facebook. Hemp goods were advertised and on sale at the event, and some attendees were seen drinking cannabis-themed energy drinks.

“I was searched and charged under the Misuse of Drugs Act (which is a lot of bollocks)” one attendee noted online, adding “not fair to happen on a brilliant day like it was, other than that I had a great day!” A second said they were openly smoking and ignored by police, who “were only really focusing on people who looked particularly young”.

Cannabis seeds were openly and legally sold at the event and a hydroponics supplier brought a motortrike towing an advertising trailer. Actually growing cannabis is, however, illegal in the UK.

With the event openly advocating the legalisation of cannabis, speakers put their arguments for this to a receptive crowd. Retired police officer James Duffy, of Law Enforcement Against Prohibition, spoke of the failed United States alcohol prohibition policy; stressing such policies needlessly bring people into contact with criminal elements. Highlighting other countries where legalisation has been implemented, he pointed out such led to lower crime, and lower drug use overall.

One speaker, who produced a bottle of cannabis oil he had received through the post, asserted this cured his prostate cancer. Others highlighted the current use of Sativex by the National Health Service, with a cost in-excess of £150 for a single bottle of GW Pharmaceuticals patented spray — as-compared to the oil shown to the crowd, with a manufacturing cost of approximately £10.

Similar ‘420’ pro-cannabis events were held globally.
