Gunman kills self and hostage in Texas NASA building

Around 1:40 p.m. CDT, NASA employees reported that two shots were fired in the NASA Building 44 in the Johnson Space Center in Houston, Texas. A SWAT team later reported that Bill Phillips, a contract engineer with Jacobs Engineering, had killed David Beverly as well as himself, leaving a female hostage physically unharmed.

Phillips entered a conference room with gun drawn and ordered all but one person out. Phillips barricaded himself on the second floor of the two-story building, with David Beverly and another female hostage. The building was evacuated and police were summoned. NASA security, Houston police and a SWAT team were on the scene.

Houston news reported at 5:22 p.m. CDT that Bill Phillips, the gunman, and David Beverly, the hostage, were both dead. Police reported that the SWAT team heard one shot and decided to engage, but before they reached the room they heard another shot. When SWAT reached the scene, the male hostage was dead from a bullet to the chest, the gunman was dead from a bullet to the head, and the female hostage, Fran Cranshaw, was gagged and bound to a chair with duct tape, but was otherwise unharmed.

All NASA employees had first been warned to stay in their buildings but were later told by NASA they were free to go home if their working day was over. Mission Control locked its doors during this incident, as this is a standard procedure in such situations. No NASA Mission has been affected by this incident, according to NASA.

In the first press conference, police said that communication to the gunman had not yet been established, but that negotiators had already tried it two times unsuccessfully.

The motive of the hostage-taking, and whether the three people had any connection to each other, is currently under investigation.

The Houston Chronicle reports that last month Phillips had received one e-mail from his employer, Jacob engineering Inc., “describing problems with his work and offering suggestions on improvement.” Jacobs printed that e-mail on March 18, the same day he bought the 38-caliber gun that police suspect was used in the shooting.

Despite reassurances by Cranshaw and Beverly, Phillips would not believe that management was not going to fire him, according to Cranshaw. During the 3-hour standoff, Phillips used a dry-erase board in the room indicating he was tired of being called “stupid,” police said last Saturday.

Michael Sampson, the co-manager of the space agency’s Electronic Parts and Packaging Program, who had known Beverly for ten years, described him as friendly, peaceful person, with a positive attitude to his co-workers.

Relatives describe Phillips as a loner who always kept to himself. He had lost his father in 2003, but had decided not to return to his hometown in Tennessee. Smith, a cousin of Phillips, remarked that in the Christmas card he had received from him last year, Phillips said that he was feeling lonely and without family, but nothing in the card suggested anything so tragic.

Tuesday, March 29, 2005A team of Australian surgeons yesterday reattached both hands and one foot to 10-year-old Perth boy, Terry Vo, after a brick wall which collapsed during a game of basketball fell on him, severing the limbs. The wall gave way while Terry performed a slam-dunk, during a game at a friend’s birthday party.

The boy was today awake and smiling, still in some pain but in good spirits and expected to make a full recovery, according to plastic surgeon, Mr Robert Love.

“What we have is parts that are very much alive so the reattached limbs are certainly pink, well perfused and are indeed moving,” Mr Love told reporters today.

“The fact that he is moving his fingers, and of course when he wakes up he will move both fingers and toes, is not a surprise,” Mr Love had said yesterday.

“The question is more the sensory return that he will get in the hand itself and the fine movements he will have in the fingers and the toes, and that will come with time, hopefully. We will assess that over the next 18 months to two years.

“I’m sure that he’ll enjoy a game of basketball in the future.”

The weight and force of the collapse, and the sharp brick edges, resulted in the three limbs being cut through about 7cm above the wrists and ankle.

Terry’s father Tan said of his only child, the injuries were terrible, “I was scared to look at him, a horrible thing.”

The hands and foot were placed in an ice-filled Esky and rushed to hospital with the boy, where three teams of medical experts were assembled, and he was given a blood transfusion after experiencing massive blood loss. Eight hours of complex micro-surgery on Saturday night were followed by a further two hours of skin grafts yesterday.

“What he will lose because it was such a large zone of traumatised skin and muscle and so on, he will lose some of the skin so he’ll certainly require lots of further surgery regardless of whether the skin survives,” said Mr Love said today.

The boy was kept unconscious under anaesthetic between the two procedures. In an interview yesterday, Mr Love explained why:

“He could have actually been woken up the next day. Because we were intending to take him back to theatre for a second look, to look at the traumatised skin flaps, to close more of his wounds and to do split skin grafting, it was felt the best thing to do would be to keep him stable and to keep him anaesthetised.”

Professor Wayne Morrison, director of the respected Bernard O’Brien Institute of Microsurgery and head of plastic and hand surgery at Melbourne’s St Vincent’s Hospital, said he believed the operation to be a world first.

For example, an idea for a Web 2.0 site might be to combine a Flickr tagged gallery of restaurants with actual reviews that people have written about those restaurants and a connection to Google Maps to find the restaurants in your area. The Web site which put this up might not have any of the data for the reviews, none of the photos from Flickr, and only an interface to allow people to pinpoint where they are or where they are going and either read reviews of local restaurants or even post a blogged review and attach it to those already tagged.

Wikinews held an exclusive interview with Wayne Allyn Root, one of the candidates for the Libertarian Party nomination for the 2008 U.S. presidential election.

Root is the founder and chairman of Winning Edge International Inc., a sports handicapping company based in Las Vegas, Nevada. In addition, he is an author and a television producer, as well as an on-screen personality both as host and guest on several talk shows.

Root, a long-time Republican, declared his candidacy for the Libertarian Party on May 4, 2007.

He says he is concerned about the qualities of many who run for president, and fears that they do not know the needs of American citizens. He also says that they cater to big businesses instead of small ones.

He has goals of limiting the federal government and believes that the US went into Iraq for wrong reasons. A strong supporter of the War on Terror, he feels that it was mishandled. He has conservative values and came from a blue collar family in New York. He graduated from Columbia University with fellow presidential hopeful Barack Obama in 1983.

Root believes that America is in trouble and hopes to change that if elected.

Erowid, a website with the stated mission of “Documenting the Complex Relationship Between Humans & Psychoactives” has over the past few months been gathering data through a series of surveys about the drug LSD to present at the LSD Symposium, scheduled for January 2006 in Basel, Switzerland.

The website, a popular resource of information about psychoactive plants and chemicals, recently posted its fifth survey, querying users about their age, the number of times they’ve taken LSD and how that would be affected if LSD was legal. Past surveys have been longer and more thorough, asking users about the availability of the drug, positive and negative experiences, and if they’ve ever experienced LSD related “flashbacks”.

The LSD Symposium website states that it will include a panel of over sixty experts from around the world discussing a wide range of topics regarding LSD. Topics scheduled include, “The Discovery of LSD-25”, “Appraisal of Albert Hofmann’s life work” and “The History of Drug Policy” and several others.

LSD is a psychedelic drug known for its mind altering effects, including both visual and auditory hallucinations. LSD was first synthesized by Albert Hofmann in 1938. Hofmann, a Swiss chemist discovered the psychedelic effects of LSD on April 16, 1943 when he accidentally absorbed it in its liquid form through his finger tips. Since then, it has been made illegal in most countries as a result of the United Nations Convention on Psychotropic Substances which requires all parties of the convention to criminalize it in their countries.

Erowid, based in California, was created in October 1995, and is hailed by many as a reliable resource for information on drug and drug culture. The website includes information on legality issues, chemical information, user submitted experiences, positive and negative effects of individual drugs and other information.

NASA’s Cassini–Huygens spacecraft has discovered evidence for a large-scale saltwater reservoir beneath the icy crust of Saturn’s moon Enceladus. The data came from the spacecraft’s direct analysis of salt-rich ice grains close to the jets ejected from the moon. The study has been published in this week’s edition of the journal Nature.

Data from Cassini’s cosmic dust analyzer show the grains expelled from fissures, known as tiger stripes, are relatively small and usually low in salt far away from the moon. Closer to the moon’s surface, Cassini found that relatively large grains rich with sodium and potassium dominate the plumes. The salt-rich particles have an “ocean-like” composition and indicate that most, if not all, of the expelled ice and water vapor comes from the evaporation of liquid salt-water. When water freezes, the salt is squeezed out, leaving pure water ice behind.

Cassini’s ultraviolet imaging spectrograph also recently obtained complementary results that support the presence of a subsurface ocean. A team of Cassini researchers led by Candice Hansen of the Planetary Science Institute in Tucson, Arizona, measured gas shooting out of distinct jets originating in the moon’s south polar region at five to eight times the speed of sound, several times faster than previously measured. These observations of distinct jets, from a 2010 flyby, are consistent with results showing a difference in composition of ice grains close to the moon’s surface and those that made it out to the E ring, the outermost ring that gets its material primarily from Enceladean jets. If the plumes emanated from ice, they should have very little salt in them.

“There currently is no plausible way to produce a steady outflow of salt-rich grains from solid ice across all the tiger stripes other than salt water under Enceladus’s icy surface,” said Frank Postberg, a Cassini team scientist at the University of Heidelberg in Germany.

The data suggests a layer of water between the moon’s rocky core and its icy mantle, possibly as deep as about 50 miles (80 kilometers) beneath the surface. As this water washes against the rocks, it dissolves salt compounds and rises through fractures in the overlying ice to form reserves nearer the surface. If the outermost layer cracks open, the decrease in pressure from these reserves to space causes a plume to shoot out. Roughly 400 pounds (200 kilograms) of water vapor is lost every second in the plumes, with smaller amounts being lost as ice grains. The team calculates the water reserves must have large evaporating surfaces, or they would freeze easily and stop the plumes.

“We imagine that between the ice and the ice core there is an ocean of depth and this is somehow connected to the surface reservoir,” added Postberg.

The Cassini mission discovered Enceladus’ water-vapor and ice jets in 2005. In 2009, scientists working with the cosmic dust analyzer examined some sodium salts found in ice grains of Saturn’s E ring but the link to subsurface salt water was not definitive. The new paper analyzes three Enceladus flybys in 2008 and 2009 with the same instrument, focusing on the composition of freshly ejected plume grains. In 2008, Cassini discovered a high “density of volatile gases, water vapor, carbon dioxide and carbon monoxide, as well as organic materials, some 20 times denser than expected” in geysers erupting from the moon. The icy particles hit the detector target at speeds between 15,000 and 39,000 MPH (23,000 and 63,000 KPH), vaporizing instantly. Electrical fields inside the cosmic dust analyzer separated the various constituents of the impact cloud.

“Enceladus has got warmth, water and organic chemicals, some of the essential building blocks needed for life,” said Dennis Matson in 2008, Cassini project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California.

“This finding is a crucial new piece of evidence showing that environmental conditions favorable to the emergence of life can be sustained on icy bodies orbiting gas giant planets,” said Nicolas Altobelli, the European Space Agency’s project scientist for Cassini.

“If there is water in such an unexpected place, it leaves possibility for the rest of the universe,” said Postberg.

You will require three kinds of moving averages to accomplish your purpose, namely, the moving average convergence divergence (MACD), the 100-day simple moving average (SMA), and the 20-day exponential moving average (EMA). You will see why later. For the MACD, be sure to use the default setting on the 5-minute chart. Said default setting is: Signal ENA=9, First EMA=12, and Second EMA=26. To start on this short-term forex trading strategy, open the 5-minute chart and look for the right currency pair. This means the pair trading below the SMA and EMA. Take a look at the MACD histogram. You will enter into a long trade when the MACD starts turning positive but stay within 5 candles. Your stop loss margin must be positioned at the candle’s low point, which should be above the EMA and SMA. You will exit half of your position the moment the trade changes in your favour but be sure that it is still within the amount risked. The other half of your position will follow a trailing stop within a -15 pips on the 20-day EMA. This forex trading tactic should pay off handsomely under the right circumstances. Now, let’s assume that that your chosen currency pair is trading in the opposite direction – above the EMA and SMA that is. In this case, you must be patient and wait until such time that the currency pair is trading below both the EMA and SMA by 15 pips, minimum. In reverse of the first situation, you will enter into a short trade with the MACD turning negative within 5 candles. (The first situation was go long on positive turn). Your stop loss is at the high point of the first candle breaking through the EMA and SMA. (In the first, it was at a low point). You will also exit half of your position with the other half set for a trailing stop at +15 pips on the EMA. Again, this forex trading strategy should be in your favour when you can closely monitor the charts. There are other strategies for short-term forex transactions, of course. Two examples are the use of 2 charts, namely, the hourly and the 10-minute charts as well as the 200-bar MA. You can also explore these options but we recommend trying the momentum trading strategy first.

Comparing Fixed Rate, Hybrid Arm, Pay Option Arm And Hybrid Option Arm Mortgages

With all of the options available to homeowners today, adjustable rate financing is a common topic of discussion at our offices. The 3 most popular Adjustable Rate Mortgage (ARM) types today are Hybrid ARMs, Option ARMs, and Hybrid Option ARMs. Sound pretty similar don’t they? There are similarities, that’s for sure, but there are differences as well.

Hybrid ARMs

Hybrid ARMs are a cross between a traditional fixed rate mortgage and a classic ARM. They generally come in varieties indicating how long they are fixed for, and how often they adjust thereafter. For example, a 3/1 ARM will have a fixed rate for the first 3 years, and can then adjust once every year thereafter. A 2/1 would be fixed for years and adjust every year thereafter, a 5/1 fixed for five years, 7/1 for seven and a 10/1 for ten.

All adjustable rate mortgages are calculated using an index, such as the MTA, the COFI, the COSI or the LIBOR. MTA and LIBOR are most popular. These rates indicate a basic borrowing cost of capital for the lender, this is how much it costs them to lend money in a perfect world. They also have a margin, which is like a risk premium, their profit for making the loan.

Hybrid ARMs have basic characteristics including:

1. Start Rate which remains fixed for X amount of time, so a 3/1 lasts 3 years and adjusts every year thereafter

2. Adjustment Cap Structure which dictates how much the rate can change when the loan begins adjusting. A 5/1/5 adj. cap structure means that the 1st time the rate adjusts it can go up or down 5 points max, any subsequent adjustments are limited to 1 point up or down, and the rate can never go up or down more than five points.

3. Floor: a rate which the note rate or fully indexed rate can never be lower than. (usually the initial fully indexed rate)

4. Ceiling: a rate which the note rate or fully indexed rate can never go higher than (usually 9.95 to 11.95 depending on lender and index)

The minimum payment on a 100,000 dollar regular Hybrid ARM with a 7% rate would be a bit over 665 dollars, and borrowers of all credit levels qualify for Hybrid ARM type mortgages.

One Month Option ARM

Option ARMs are one of the most popular loan types in today’s market, and for good reason. Option ARMs are like regular ARMs, but they have 4 payment options instead of just the one fully amortized payment option on a regular mortgage. The minimum payment option is the main point of attraction for majority of the Option ARM customers in the USA today, because it allows them to make smaller payments when cash is tight. The minimum payment for the initial period of the loan for 100,000 dollars would be 322 dollars, versus 665 dollars for the full payment on a conventional mortgage. A great option for the self employed, the small business owner.

On 1 month option arms, they adjust every month after the initial period, so if the initial period is 6 months or 1 year, then every month therafter the rate adjusts. There are 6 month and 1 year option arms wherein the payment adjusts every 6 months or 1 year thereafter as well, however 1 mo arms are most popular. They have additional features in addition to standard Hybrid ARMs:

6. A Minimum Payment: a payment which like a credit card allows you to stay current on the mortgage without paying the full amount of interest due, referred to as deferring interest

7. A Minimum Payment Adjustment Cap: the maximum amount that the minimum payment AMOUNT can increase or decrease in a given period. Typically 7.5%. So if your minimum payment is 1000 dollars, then in the next period it can not go higher than 1075 dollars.

8. a Negative Amortization Cap: This is the maximum the loan balance is allowed to increase due to deferral of interest (making the minimum payment only) before the loan is re-cast and the minimum payment option goes away. Depending on state and LTV this is 110% to 120% of the loan amount.

Option ARM Example: On a $100,000 Option ARM with a 1% start rate, a base or index rate of 4% and a margin of 4%,

– Minimum Payment = 322

– Interest Only = 667

– Deferred Int. = 345 (IO minus Min Pay)

– 1 Year Neg. Am. = 4140

– Recast Balance = 115000 (assuming 115% neg-am cap)

– Months to Recast= 43 (assuming you only make the minimum payment)

When a regular option arm exceeds its negative amortization cap and recasts (typically in 3 and half to 4 years if you’re only making the minimum payment) the minimum payment option goes away, and you are left with the fully amortizing payment, although some products are beginning to extend the availability of the interest only option for up to 10 years. Because of the incredible flexibility of these loans, they are limited to higher credit borrowers (generally a FICO score of 660 is required, however certain programs are available for borrowers with FICOs of 600 or better).

Hybrid Option ARMs or Fixed Rate Option ARMs

Hybrid Option ARMs combine some the best features of Hybrid ARMs, such as medium term fixed rates, with the best aspects of Option ARMs, such as low minimum payments, while solving a lot of the problems with both for the average borrower. They are most popular with homeowners who want the stability of a fixed rate mortgage but the option to make very, very low minimum payments, and are considered an ideal compromise between “safety” and “flexibility” in the mortgage world.

Hybrid Option ARMs are generally based on normal Hybrid ARMs, in that their initial period is usually 3/1, 5/1, 7/1 or 10/1 meaning 3, 5, 7 or 10 years where the rate and minimum payment stays fixed, and 1 adjustment per year afterwards.

However they have Option ARM like features such as a minimum payment, minimum payment adjustment cap, and neg am cap.

Using the above example the same loan amount in a typical hybrid option arm package

– Minimum Payment = 449 (assuming 3.5%)

– Interest Only = 583

– Deferred Int. = 134 (1/3 of regular option arm)

– 1 Year Neg. Am. = 1608

– Recast Balance = 115000 (assuming 115% neg-am cap)

– Months to Recast= 112 (assuming you only make the minimum payment)

Also, when hybrid option arms recast, most of them allow for an Interest Only option instead of forcing the borrower into a fully amortized payment they might not be able to afford.
