Mobile operator Orange bills French doctor €160,000 for one month of Internet use

Thursday, November 19, 2009

In a third case of staggering sums billed for “unlimited” Internet access reported this week, a French emergency-room doctor from Fontainebleau beats all records with a €159,212 (US$237,417) bill. The telephone-number-sized bill covers one month’s use of an unlimited 3G dongle on Orange‘s network; the beleaguered Dr Jean Spadaro has been battling this for six months.

“To begin with I thought it was a joke”, said Spadaro, confirming a story from l’Observateur du Valenciennois; The same newspaper that revealed last week a similar case — Eric Gernez, a café owner in Petite-Forêt near to Valenciennes — who received a bill for €45,000. Christophe Aupy-Fargues, head of an insurance brokerage firm in Saint-Herblain, west of Nantes, and another unlimited 3G dongle user, confirmed to Ouest-France on Monday the blocking of payment on a bill for €39,500 demanded by Orange.

“I subscribed in November 2008 to a basic internet access by 3G dongle at €30 per month […] seeing my bills reach sums going up to €860 in April, I decided in May to subscribe to unlimited access by 3G dongle with Orange business at €50 per month. When I saw my bill for May, I couldn’t believe my eyes: €159,212, for one month’s connection, it’s impossible, especially as we don’t use it all of the time” added Spadaro, the father of two children, aged sixteen and nineteen.

On opening the envelope in June, he expected to read an amount neighbouring the cost of his subscription; but, to his horror, it was €159,212; a demand large enough to make an emergency-room doctor’s head spin.

When I saw my bill for May, I couldn’t believe my eyes: €159,212, for one month’s connection, it’s impossible

Spadaro claims France Télécom (Orange’s parent company) never explained to him that the “unlimited” package only related to the time spent surfing on the Internet — not the volume of traffic — limited to one Gigabyte per month. The package’s quota corresponds to moderate usage (reception of simple emails for example). As normal Internet users, the members of the Spadaro family surfed Facebook, YouTube, sent emails with attachments, received same, &c. That volume of traffic proved to be costly. €0.17 per Megabyte, or €170 per Gigabyte. Until the bills arrived, the Spadaro family were using the Internet, ignorant of the cost being incurred.

The doctor’s bills, not listed in detail, are €53 for February, €346 for March, €860 for April before soaring to more than €159,000 in May. Spadaro also claims, with evidence of his letters in hand, he had increased the number of protest actions and received, in response, “warnings with threats of seizure”.

Battle-weary after six months of contacting his operator, Spadaro has lost all patience. “Since June, I’ve spent hours writing emails, letters or calling Orange to ask for an explanation. I’ve been passed from call centre to call centre, from customer services to debt collection. No one at Orange was able to give me the slightest clarification. A real wall”, he said. He has never contacted a consumer association, “due to lack of time and also because I trusted the people with whom I was speaking”.

At the end of last week he stumbled upon the article on the Observateur du Valenciennois internet site concerning the case of Eric Gernez. He then also threatened Orange with the press. “The result did not tardy”, he continues. “A customer services representative and a debt collector immediately contacted me by email November 16. And immediately afterwards I received a credit for €136,529”. A first credit having already been sent to him in June, Orange now considers the dossier as “definitively resolved”.

This resolution does not satisfy Jean Spadaro at all, who simply wishes that the bill be cancelled. “I have been a client with Orange for 17 years. I don’t want to attack their image, but here, enough is enough. It’s a question of principles”, he says, highlighting that “on forums, dozens of subscribers tell similar stories”. Furthermore, the two credits do not reimburse him for all of the additional fees he has incurred. “The following months, Orange tried to debit the sum from my account, causing rejection fees from my bank and unpaid fees from the operator. Around €35 each time”.

Exasperated by the whole affair, Spadaro awaits the end of his current contract with Orange in February next year. “I will cancel all of my subscriptions to Orange: 3G+ dongle, but also mobile telephone and internet”, he promises. He has been a client with the operator since 1997.

We will work with each client

Orange has promised to work with each case of overbilling. Interviewed on France 2 on Wednesday, Jean-Paul Cottet, director of the business market for France, said that the number of problems were marginal. According to him, 4,000 professionals have opted for a package with a 3G key. It is “a 24/24 but not unlimited offer. Out of these 4,000 cases, there are 1% which are a problem” he explained, listing about thirty such “absurd bills”. “We will correct that”, he promised. “We will work with each client”.

Jean-Paul Cottet pointed out that the general public offers better protection to the client. Once the authorised download limit is reached, the service quality diminishes but there is no overbilling.

Asked about the information given to clients about the conditions of billing elements not included in the package, Elizabeth Alvez, communications representative for the regional department for the North of France, said that “all the tarification information is available at points-of-sale and on orange.fr. This information is given as part of the dialogue between the client and the vendor. We are obliged to communicate the prices.” Nevertheless, one must first of all take the time to read the entire contract with the salesperson before signing.

Tips on How to Fix Toilet Water Tank Problem Effectively:

Are you confusing on how to fix the toilet water tank while it has problem? The following article will help you from A to Z:

To compare with a clogged toilet, water tank troubles can seem relatively insignificant. Yet strange noises or continuous water leaking can be more than annoying. They can also be costing you money in wasting water quickly. Fortunately, you can solve most water tanks’ troubles quickly and easily by yourself.

Toilet water tank troubles are both common and annoying, and they could be costing you money in wasted water. Most problems, however, can be eliminated quickly and easily. This is a cross section of a typical toilet tank and its components.

Once you know how the toilet water tank works, you can start to look for the source of toilet tank problems. Lift the lid off your toilet water tank, and you should be able to follow this procedure quite easily.

When you trip the handle on the tank to flush a toilet, a trip lever is raised inside the tank. This lever lifts wires, which, in turn, raise the tank ball or rubber flap at the bottom of the tank. When the flush valve opening is clear, the water in the tank rushes out past the raised tank ball and into the toilet bowl below. This raises the level of water in the bowl above the level of water in the toilet trap.

While the water is rushing out of the tank, the float ball, which floats on top of the water in the tank, drops down. This pulls down on the float arm, raising the valve plunger in the ballcock assembly and allowing fresh water to flow into the water tank. Since water seeks its own level, the water from the tank pushes the bowl water out into the drain, causing a siphoning action that cleans everything out of the bowl. When all the water is gone from the toilet bowl and air is drawn into the trap, the siphoning stops. Meanwhile, the tank ball falls back into place, closing the flush valve opening.

As the water level rises in the water tank, the float ball rises until the float arm is high enough to lower the valve plunger in the ballcock assembly and shut off the incoming water. If the water fails to shut off there is an overflow tube that carries excess water down into the bowl to prevent the tank from overflowing. If water flows continuously out of the tank to the bowl and down the drain:

Step No.1: Lift up on the float arm. If the water stops, you know the problem is that the float ball doesn’t rise far enough to lower the valve plunger in the ballcock assembly. One reason could be that the float ball is rubbing against the side of the tank. If this is the case, bend the float arm slightly to move the ball away from the tank side.

If your water tank runs continuously, check the guide and lift wire that raises and lowers the tank ball to be sure they are aligned properly.

Step No.2: If the ball doesn’t touch the tank, continue to hold the float arm and remove the ball from the end of the arm by turning it counterclockwise. Then shake the ball to see if there’s water inside it, as the weight of the water inside could be preventing the ball from rising normally. If there is water in the ball, shake it out and put the ball back on the float arm. If the ball is damaged or corroded, replace it with a new one. If there is no water in the ball, put the ball back on and gently bend the float rod down to lower the level the float ball must reach to shut off the flow of fresh water into the tank.

Step NO. 3: If the above steps don’t solve the problem, check the water tank ball at the flush valve seat. Chemical residue from the water can prevent this ball from seating properly, or the ball itself may have decayed. Water will seep through the flush valve opening into the toilet bowl below. Turn off the water at the toilet shutoff valve and flush the toilet to empty the tank. You can now examine the tank ball for signs of wear and examine the tank ball for signs of wear and install a new ball if necessary. If the problem is chemical residue on the lip of the flush valve opening, take some wet-dry emery cloth, steel wool, or even a knife and clean away the debris.

Step NO.4: If the excess water still flows through the toilet water tank, the guide or the lift wire that raises and lowers the water tank ball may be out of the line or bent. Make sure the guide is in place so that the wire is directly above the flush valve opening. Rotate the guide until the tank ball falls straight down into the opening. If a lift wire is bent, try to bend it back to the correct position, or install a new one. Make sure the trip lever rod is not rubbing against anything and the lift wire is not installed in the wrong hole of the rod; either situation could cause the tank ball to fall at an angle and not block the opening as it should.

If neither the float ball not the tank ball is at fault, then the problem must be in the ballcock assembly.

Hope the above article would be helpful for you on solving the problems of your toilet water tank. If any other questions, please feel feel to send email to us. We will reply you with the detailed solution as soon as possible.

Bill Gwatney, chairman of the Democratic Party of Arkansas, died this afternoon at 3:59 pm CDT (UTC-5) after having been shot earlier this morning.

“He [the gunman] came in and went into this office and started shooting,” said police Lt. Terry Hastings, speaking to reporters outside the party headquarters.

The suspect is Tim Johnson, a white male, described by Gwatney’s secretary as wearing “khaki pants, white shirt, silver-gray hair, late 40s.” He reportedly walked into the party headquarters facilities in Little Rock, Arkansas, conversed with the Chairman’s secretary, refused her offer of bumper stickers, and then walked past her saying he had to see the Chairman.

After the shooting, Johnson got into his blue Chevrolet pickup truck and led police on a 25-mile chase. The end result was the shooting of the suspect, who was airlifted to a hospital and eventually died of his wounds.

According to The New York Times, Bill Clinton and Hillary Clinton issued a joint statement saying, “We are stunned and shaken by today’s shooting at the Arkansas Democratic Party where our good friend and fellow Democrat Bill Gwatney was critically wounded … Bill is not only a strong chairman of Arkansas’ Democratic Party, but he is also a cherished friend and confidante.”

Gwatney was also a car dealership owner and former state senator.

According to NASA, new images received from the Phoenix lander on Mars shows a possible layer of ice on its landing site. Scientists received the images on Friday May 30 from the craft’s robotic arm camera. The image was taken on the fifth Martian day, or Sol 5.

Scientists say that as Phoenix landed, the exhaust from its thrusters cleared away a three to four inch layer of Martian soil which exposed a flat layer of a white substance, that NASA says could be ice. The image shows the white layer which is shiny and smooth.

“It’s the consensus of all of us that we have found ice. We were expecting to find ice within two to six inches of the surface. The thrusters have excavated two to six inches and, sure enough, we see something that looks like ice. It’s not impossible that it’s something else, but our leading interpretation is ice,” said top Phoenix investigator at the University of Arizona in Tucson Peter Smith.

One exposed edge of the underlying material was seen in Sol 4 images, but the newer image reveals a greater extent of it. The abundance of excavated smooth and level surfaces adds evidence to a hypothesis that the underlying material is an ice table covered by a thin blanket of soil. Tests will be performed on the soil and surrounding area to determine exactly what the substance is.

“We could very well be seeing rock, or we could be seeing exposed ice in the retrorocket blast zone. We’ll test the two ideas by getting more data,” stated Ray Arvidson, one of the mission investigators.

Phoenix is searching for evidence of water and microbial life on Mars. Its mission is to determine Mars’s ability or inability to host life and hold water. The Phoenix lander uses a robotic arm to dig through the protective top soil layer to the alleged water ice below and ultimately bring both soil and water ice to the lander platform for sophisticated scientific analysis.

Iran says it’s ready for standoff over nuclear activities

This article features in a News Brief from Audio Wikinews:

Thursday, January 18, 2007

Iranian President, Mahmoud Ahmadinejad has stated that his country is prepared to have a standoff with the United States.

The move comes as the U.S. decided to send another aircraft carrier to the Middle East.

According to the U.S. Defense Secretary Robert Gates, the USS Stennis was dispatched to the region to “impress on Iran that the four-year war in Iraq has not made America vulnerable.”

In response to the deployment of additional troops, Ahmadinejad said that Iran was prepared for any possibility in the standoff with the West over its nuclear activities.

“Today, with the grace of God, we have gone through the arduous passes and we are ready for anything in this path. Their aim is to frighten Iran and weaken the resistance of the Iranian nation but they will not succeed,” stated Ahmadinejad.

Iran has stated that its nuclear program is strictly for peaceful purposes, but the United Nations disagrees and imposed limited sanctions on the nation last year.

“Unfortunately, some inside the country try to fabricate news and portray a bad image of the great achievement of the Iranian nation […] prescribe compromise, repeat the words of the enemy. Of course, this will have no effect,” added Ahmadinejad.

Ahmadinejad’s announcement comes as Iran announces that the country is prepared to begin the installation of nearly 3,000 centrifuges at its nuclear facility, the Natanz uranium-enrichment complex.

According to an unknown European diplomat, “everything has been prepared for assembling [and installing] the centrifuges at Natanz for the beginning of the industrial phase of enrichment. The hardware is now in place.”

Ahmadinejad also said that enrichment of uranium will begin at the Natanz facility “very soon” and “bit by bit.”

Police and union leaders across the country expect big crowds during today’s National Community Day of protest against the Federal Government’s WorkChoices proposed changes to industrial relations laws.

The Australian Council of Trade Unions (ACTU) predicts hundreds of thousands of people will demonstrate in Sydney and Melbourne. Protest meetings in other capital cities are expected to attract workers in their tens of thousands. The rallies will take place in 300 regional sites across Australia.

Labor’s opposition spokesman on industrial relations, Stephen Smith says, “The more people become aware of the nature of the changes and the detail of the changes, the more they realise how vulnerable they are and the more they want to do something to prevent the changes.”

Mark Bethwaite, from Australian Business Ltd, believes most people will go to work as usual. “Because frankly they are not convinced by the scare campaign the ACTU has been running,” Mr Bethwaite said.

The Federal Government has been accused of instructing agencies to refuse staff leave to attend the rallies against its IR changes and says it will not be affected by a rally of one person or a 100,000.

The Federal Department of Workplace Relations has issued advice to other departments that employees wanting to attend the National Community Day of Protest should be denied leave.

State and territory leaders intend to mount a High Court challenge to the Federal Government’s proposed industrial relations changes.

The ACTU say, “the IR changes are not just an attack on workers – they fundamentally undermine the values that make Australia great. Beneath all the glossy advertising are proposals that will unfairly curtail your rights at work, cut the amount of time you can spend with family, and erode your job security.”

The federal government have spent over fifty million dollars on promoting the radical new changes.

Unions say the changes will make it easier for workers to be sacked; cut take-home pay and reduce minimum standards; change the way minimum wages are set to make them lower; replace the award safety net with just five minimum conditions; restrict access to unions; make it harder for employees to bargain as a group; and reduce the powers of the independent Industrial Relations Commission.”

In Melbourne, Australian Education Union’s Mary Bluett said the IR legislation “is not the legacy we want to leave our children.” About 12,000 public servants, 10,000 building workers and hundreds of nurses are also expected to join the protest, but workers operating road, train, tram and bus services will remain on duty to allow commuters to travel free to the rally.

Sky News estimated the number attending the rally in Melbourne as 175,000.

The Australian Chamber of Commerce and Industry labelled the rally “a tired union stunt”.

Creating Beautiful Stained Doors

bytimothyharvard

When buying top quality, hand crafted exterior doors, it is always important to consider having the stain put on the door at the company. This is particularly true if the door has sidelites, a transom or both as these are considerably more complicated to stain perfectly to the same color of the stained doors without proper experience.

However, even if you do buy stained doors from the company, there will come a time when the stain needs to be redone. This will depend on the exposure of the door to direct sun, rain and wind as well as the wear and tear on the door over time.

Removing Doors

The key to getting stained doors to have a beautiful, uniform application of stain without streaking or running is to remove the door before doing any work. This is done by removing the hinges and then placing the door on a flat surface.

Do not use an uneven surface as this can damage the door. It can also cause the door to rub in some areas and scratch and damage the wood or the glass.

Remove the Old Stain

Use the stain remover recommended by the company. Stained doors will need to be stripped of the old stain and then washed and sanded before new stain is applied. Sanding is used to create a smooth, uniform surface which will take the new stain and create a consistent color.

Always make sure the door completely dries between each step and remove any grit or debris from sanding with a soft cloth. The cleaner and smoother the door is, the better the final result with stained doors of any wood type.

Apply the New Stain

When choosing stain for your stained doors use a stain type recommended by the door manufacturer. Apply the stain according to directions, working in small areas, and completing the entire door at one time. Avoid doing only parts of the door as this will cause irregular coloration.

Allow the stain to dry completely before applying the varnish or sealant to stained doors. The sidelites and transom will be done using the same process, but they will not be taken down to prepare and stain.

If you are not comfortable with the process, most carpenters and painters can also complete your stained doors. Be sure to ask about their experience and expertise to ensure they can do the job the way you want it done.

Let us handle the stain on all the stained doors from our extensive online inventory. As the first door company to sell doors online, we have the experience to make your door look beautiful. The name Robert Cailliau may not ring a bell to the general public, but his invention is the reason why you are reading this: Dr. Cailliau together with his colleague Sir Tim Berners-Lee invented the World Wide Web, making the internet accessible so it could grow from an academic tool to a mass communication medium. Last January Dr. Cailliau retired from CERN, the European particle physics lab where the WWW emerged.

Wikinews offered the engineer a virtual beer from his native country Belgium, and conducted an e-mail interview with him (which started about three weeks ago) about the history and the future of the web and his life and work.

Wikinews: At the start of this interview, we would like to offer you a fresh pint on a terrace, but since this is an e-mail interview, we will limit ourselves to a virtual beer, which you can enjoy here.

Robert Cailliau: Yes, I myself once (at the 2nd international WWW Conference, Chicago) said that there is no such thing as a virtual beer: people will still want to sit together. Anyway, here we go.
