On Monday, the United States ride-sharing company Uber announced suspension of its experimental self-driving car program after one of the cars fatally struck a 49-year-old woman pedestrian in Tempe, Arizona on Sunday night.

The company characterized the suspension of the program — in the Phoenix area and also in Pittsburgh; San Francisco; and Toronto, Canada — as a standard response in the wake of the accident. Uber released a statement that “Our hearts go out to the victim’s family. We are fully cooperating with local authorities in their investigation of this incident.” According to a spokeswoman, the company is also conducting its own investigation. It was reportedly the first time someone died in an incident involving a self-driving car.

Elaine Herzberg was hit at about 10 pm local time (UTC -7) on Sunday when she walked into the street with her bicycle about 100 yards or less from a crosswalk. She died later in hospital. The Volvo car was operating autonomously. Sylvia Moir, chief of police in Tempe, told the San Francisco Chronicle that according to the human operator in the vehicle — Rafaela Vasquez, 44 — “it was like a flash”, there was no time to override the computer to take evasive action, the first indication was the sound of impact.

The police stated the car was three miles per hour (mph) over a speed limit of 35 mph. According to Moir, recordings from the car’s video cameras indicated it would have been “difficult to avoid this collision in any kind of mode”. Moir told the San Francisco Chronicle that while she “[wouldn’t] rule out the potential to file charges” against Vasquez, “preliminarily it appears that the Uber would likely not be at fault in this accident”.

Uber started its Arizona self-driving test program in February 2017, using vehicles that had been banned in California due to safety concerns. The next month one was involved in a collision while in self-driving mode after another car failed to yield the right of way; the Uber SUV rolled on its side.

A woman with a blood alcohol reading of 0.14 has been arrested and charged after crashing into a police car in Kings Cross, a suburb of Eastern Sydney early this morning.

Police officials claim the 27 year old woman was driving a Volkswagen the wrong way down a one way street when she collided with a police car parked outside Kings Cross Police Station. Following the collision, the woman drove off. Police later found the woman’s car in a nearby alleyway where she and a male were standing.

Both the woman and her companion were taken to Kings Cross Police Station where they were questioned about the incident. While at the station, police conducted a breath test on the woman, which returned a reading of 0.14 – almost 3 times the blood alcohol limit of 0.05 in New South Wales. Further investigation revealed that the woman did not hold a driver’s licence.

The woman was charged with mid-range PCA (driving under the influence of alcohol), driving whilst unlicensed and failing to give particulars after an accident.

The woman was not injured in the accident and the police car suffered only minor damage.

EU, US declare intent to cooperate on climate change at summit

A European Union-United States summit held in Slovenia produced a draft declaration outlining the groups’ future cooperation on climate change, energy security and financial stability. Yesterday was the final day of the summit, the last EU-US summit that US President George W. Bush will attend in his current role.

Hopes of a major breakthrough on the topic of climate change were low going into the summit. The foreign minister of Slovenia, Dimitrij Rupel, commented last week that, “on climate change, the positions are split.” Members of the 27-nation EU have regularly expressed their dissatisfaction with the US for not having ratified the Kyoto Protocol, an agreement with binding greenhouse gas emissions targets. Doubts about the summit’s efficacy were not misplaced, as no firm targets were set for actions on climate change.

The EU and US agreed to cooperate increasingly in science and technology research for energy and climate change purposes, including carbon capture and storage, and hydrogen fuel cells. The EU reaffirmed its commitments as per the Kyoto Protocol, but the US restated that developing countries such as China and India must be made to sign up to such global agreements before it will sign on.

Steps to secure energy sources for the future were also discussed. Promoting the creation of multiple pipelines to supply more natural gas to Europe was determined a priority, despite the fact that this would encourage an increase in emissions from gas use.

Bush commented in a follow-up news conference: “I think we can get a global agreement on climate change during my presidency – just so you know.”

Buffalo, New York — The Buffalo Fire Department is currently investigating how 12 “fire bombs” ended up inside an abandoned apartment house on 15 Allen Street in Allentown, a neighborhood in Buffalo, New York on Wednesday November 7.

In an exclusive report, Wikinews has learned from a witness who wishes to remain anonymous, that at approximately 12:00 p.m. EST (UTC-5) Heidi Garner called 9-1-1 to report that while walking her dog, it had been attacked by two other dogs when it sniffed under a gate of the house. When police arrived to investigate and retrieve the assaulting dogs, they entered the house and found the 12 fire bombs. It is not known what the devices were made of or what the explosive material was, but unconfirmed reports say the main explosive source was gasoline.

The Hazmat team, the bomb squad, and emergency services were then dispatched to the scene to dispose of the devices, according to witness reports. It is not known where they were taken.

Both dogs were immediately put to sleep because they were fighting over the body of the dead dog. It is not known who is the owner of the dogs, as the house was not rented, and no one was supposed to be living there.

Wikinews has also learned, while investigating the property history, the Erie County‘s Department of Finance says that the building, which also has a storefront, is allegedly owned by a Richard White who happens to live next door at 17 Allen. White bought the property from Edward G. Koch in 1996. The building was built in 1910.

It is not known what the devices were going to be used for and an investigation is ongoing. It is not known if there are any suspects.

Because of a severe amount of garbage and dog feces, the City of Buffalo has condemned the building.

Selecting An Investment Advisor

This newsletter has been developed to provide insights into the operation of the financial services industry, and to help individual investors make decisions concerning the type of advisement that best suits their needs. While there are many professionals who provide investment advice in one form or another, there are certain credentials and licenses financial professionals should possess before you entrust them with your savings. We will explore the various licenses and certifications to determine which type of professional might be best suited to your needs.

Financial Advisor, Financial Consultant, Investment Advisor, Financial Planner, Registered Representative, Stock Broker, Variable Products Agent or Insurance Agent are many of the terms used in the financial services industry to describe the professional duties performed. Fee based or commission based compensation are terms which get thrown into the mix, causing client confusion. In reality, a licensed professional can have all of those titles, perform all of those services, which we just identified, and work in a fee or commission based capacity with a client.

The National Association of Securities Dealers (NASD) is one of the associations which self regulates the securities industry. The Securities and Exchange Commission (SEC) is the government agency which oversees the NASD and the exchanges, such as the New York Stock Exchange (NYSE). The NASD licenses Registered Representatives, while the SEC or individual state bureaus of securities register investment advisors (RIA). Financial Planner, Financial Consultant or other terms used to describe financial services professionals are other ways to describe an RIA. Insurance Agents are licensed by individual state Departments of Banking and Insurance. If the agent sells variable products, such as variable annuities or variable universal life insurance, they must also have an NASD License.

The NASD has many licenses, but many professionals have at least a Series 65, which is an NASD license needed to be a Registered Investment Advisor in many states. This is the minimum, short of having no license at all. In order to be a Registered Representative, the minimum license needed is a Series 6 from the NASD. This entitles a Representative to sell mutual funds, and obtain an affiliation with a securities firm. An insurance license to sell variable products enables the representative to also provide variable annuities or variable universal life insurance.

In order to advise and transact stock, bond, REIT and limited partnership sales, as well as mutual fund, ETF’s, variable annuity and variable universal life sales, a Registered Representative needs to attain a Series 7 license, as well as a variable life license. By obtaining a Series 63, disclosing all investment advisement relationships to their broker/dealer and by registering with their state Bureau of Securities or the SEC, if assets are over 25 million, a registered representative can have a dual registration as a Registered Representative and Registered Investment Advisor. Once this stage has been reached, an Investment Advisor can demonstrate to a client whether fee based or commission based compensation is best for the client.

A US$14 billion bailout package deal for the “Big Three” United States automakers — Chrysler, Ford, and General Motors — has been rejected in the United States Senate after failing a procedural vote.

The bill was rejected after bipartisan discussions on the bailout broke down when Republican Party leaders insisted that the United Auto Workers (UAW) union agree to increase wage cuts by next year in order to bring their pay into line with those of Japanese automobile companies in the United States. The UAW refused to meet the demands.

The final vote count in the Senate was 52-35, eight short of the 60 needed to pass. Only ten Republicans joined forty Democrats and two independents in voting for the bill. Three Democrats voted with thirty-one Republicans against it.

Senate Majority leader Harry Reid said that he was “terribly disappointed” by the failure of the bill to pass. “I dread looking at Wall Street tomorrow. It’s not going to be a pleasant sight,” Reid said. “Millions of Americans, not only the auto workers but people who sell cars, car dealerships, people who work on cars are going to be directly impacted and affected.”

Republican Senator Bob Corker was also unhappy about the rejection. “We were about three words away from a deal. We solved everything substantively and about three words keep us from reaching a conclusion,” he said.

Some Democrats now want U.S. President Bush to reserve a portion of the $700 billion bailout package earmarked for Wall Street to assist the flagging car industry.

Stock markets worldwide fell dramatically on the news, with Japan’s Nikkei average losing 484.68 points, or 5.6 percent, reaching a level of 8253.87 points. Shares in the auto companies Toyota, Nissan and Honda all dropped by no less than 10 percent apiece. European stocks, such as those in the United Kingdom and Germany, also lost ground, with the FTSE-100 index of leading shares falling 176.3 points to a level of 4,211 at midday.

Copenhagen, Denmark – The Danish Integration Minister Rikke Hvilshøj’s car was set ablaze outside her family-home on the morning of Wednesday 8 June. From there, the fire spread to the family’s garage, and further on to the side of the house, damaging the roof above the kitchen and children’s room.

At the same time, an e-mail was sent to several media agencies, where a group calling themselves “Action Group Beate” claimed responsibility, saying it is a “protest against the racist immigrational laws of Denmark”. The police found the computer used for sending the mail within a few hours, and closed down the cybercafé whilst removing the computer.

Throughout the Danish political system politicians from both the ruling party and the opposition have expressed their outrage over the terrorism.

The insurance company is currently assessing the amount of damage done to the home, but so far they have made an estimate of £27.000, just for the house damages.
