According to East African Seafarers’ Assistance Programme Kenyan chapter head, Andrew Mwangura, the Greek freighter MV Captain Stephanos and all its 19 crew, consisting of 17 Filipinos, one Chinese and a Ukrainian, had been released late Monday, after 78 days in captivity. It was unclear, however, if any ransom was paid. The Philippine Department of Foreign Affairs said that “there are [still] 91 Filipino seafarers on board six ships still with Somali pirates.”

Somali pirates seized the Bahamas-flagged vessel on September 21 near the Horn of Africa, as the bulk carrier, was cruising in the Gulf of Aden en route and transporting coal to Europe. The captors locked the crew inside the vessel and they were not fed well. The vessel is now headed to Italy and will sail from there to Greece, to meet the ship owners.

Reuters reported that “a surge in attacks at sea this year in the busy Gulf of Aden and Indian Ocean off Somalia has pushed up insurance costs, brought the gangs tens of millions of dollars in ransoms, and prompted foreign warships to rush to the area.”

US unemployment rate reaches 9.4 percent

Data from the United States Labor Department says that the unemployment rate in the U.S. has reached its highest level in over 25 years, namely 9.4%.

The job loss rate, however, was only 345,000, which is the lowest monthly job loss rate since September of last year. Analysts had predicted that the loss could be as high as 525,000.

The news suggests that the US economy may be improving, as the job loss rate, which peaked at 741,000 jobs this January, has started to ease.

“Even as we see things start to stabilize and hopefully grow again, we do know that unemployment tends to lag, and so that the unemployment rate is going to be high and probably stay high for a while, precisely because that is sort of the normal pattern as we come out of recession,” said an economic adviser for the White House, Christina Romer.

Since the recession officially started in December 2007, the economy has shed over six million jobs, with 14.5 million residents now unemployed.

A man wearing a ski mask and carrying an assault rifle apparently killed himself in the library of the University of Texas in Austin, Texas earlier today.

The university was placed under lockdown and all classes were canceled as a result of the incident. Nobody else was hurt, but police are still looking for a possible second gunman. Art Acevedo, the chief of Austin police, said that officials are also considering the possibility of explosives left by the suspect. Armored vehicles were seen moving around the campus in response to the event, as well as {{w|SWAT team|SWAT teams}, bomb-sniffing dogs, and police helicopters. An ambulance was seen around 9:00 a.m. CDT (1400 UTC) at the University of Texas’ Perry-Castaneda library.

The school’s website included a notice this morning, which read: “The person involved in this morning’s shooting on campus has been confirmed dead on the sixth floor of the Perry-Castaneda Library from an apparent self-inflicted gunshot wound. Law enforcement are searching for a second suspect. If you are off campus, STAY AWAY. If you are on campus, lock doors, do not leave your building.” The gunman was reportedly killed by a self-inflicted gunshot wound, and no shots had been fired by law enforcement officials.

The shooter has not yet been identified, and the reason behind the incident is not yet known. Witnesses described the man as wearing a dark suit and ski mask, and carrying an assault rifle. Randall Wilhite, a professor at the university, said that he heard gunshots while going to class and saw the suspect heading toward the library just after 8:00 a.m. CDT (1300 UTC). The gunman appeared to be firing shots randomly. “When I pulled up in my car, he stood right in front of me and didn’t stop running but turned in my direction, fired three shots into the ground to the left of my car and kept running,” said Wilhite. The gunman had the chance to shoot students, added Wilhite, but he did not appear to be targeting them.

The school, which has around 50,000 students, sent out an alert around that time warning students to stay where they were. Robby Reeb, a senior at the school, said that “a guy sprinted past me screaming, ‘There’s a guy with a gun.’ I looked up and saw a man in a ski mask, wearing a suit, and carrying an assault rifle. And I called 911.”

Police said that the gun used in the shooting was an AK-47, and that they were examining two different crime scenes: where the shots were fired outside, and where the gunman was found dead in the library. Police would not say whether he was attending the university. Chief Acevado said that there were “reports of a second suspect that was wearing a beanie with a long rifle, wearing blue jeans and a black top” that “may or may not be a white male.”

Several hours after the lockdown began, police allowed students to leave the university’s campus, although nobody is still allowed to enter.

The school was also the site of a shooting spree on August 1, 1966, in which university student Charles Whitman fatally shot fourteen to sixteen people and wounded another 32 before being himself killed by law enforcement authorities; reports of the exact death toll are inconsistent. Whitman, a former U.S. Marine, shot students from the observation platform of the school’s tower. That event was the deadliest school shooting in the United States until the 2007 Virginia Tech massacre.

Ben Shephard has announced his departure from GMTV, the current television breakfast programme on ITV in the United Kingdom, having been a presenter on the programme for ten years. His current contract ends in April 2010, but he is expected to leave by the end of the Summer of 2010, according to the Press Association.

Initially, Shephard only presented an entertainment section of the television programme before being given a promotion to the sofa in 2005. He is the third presenter to leave GMTV within the last year, after the departures of Fiona Phillips and Penny Smith.

According to a statement released from Ben Shephard’s agent: “Ben’s two-year contract with GMTV is up at the end of April. Earlier this year, his management made it clear that he would not be renewing it, but would be happy to stay on temporarily during this transitional period. Ben is excited about moving on after 10 incredible years and will be focusing on a number of new projects with ITV and other channels.”

Adrian Chiles, who recently announced his departure from the BBC after modifications were made to The One Show — a show that he presented with Christine Bleakley — was recently reported to be appearing as a presenter on GMTV in the future.

Sri Lankan Ministry Of Foreign Affairs said the government accepts Beijing’s “One China” policy and that Taiwan is an inalienable part of the People’s Republic Of China, according to a March 17 press release.

The current foreign Ministry communiqué, recollects the press communiqué issued by the Foreign Ministers of China and Sri Lanka in Beijing in December 2004. Sri Lanka reiterated its support for Chinese legislative measures to oppose forces seeking to secede from China.

In the communiqué, the Sri Lankan government categorically mentioned, Sri Lanka opposes secessionist actions in any form and fully supports a process of peaceful national reunification. The Sri Lankan government further said, it welcomes growing cross-Straits economic and other exchanges such as the promotion of direct trade, mail, air and shipping links.

In the mean time, Chinese President Hu Jintao issued a presidential order regarding the promulgation of the Anti-Secession Law on March 14, which was adopted at the Third Session of the Tenth National People’s Congress, China’s top legislature.

Edinburgh Building Services (EBS) has won a national excellence award at a gala ceremony held in St Andrews last week (8 March 2007). Promises Into Action, an EBS project, won the Convention of Scottish Local Authorities (COSLA) award for “Securing a Workforce for the Future”.

This award follows an innovative cultural change programme led jointly by Pinnacle and the City of Edinburgh Council, which focussed on improving communications and team-work and on recognising good performance and customer care.

Councillor Sheila Gilmore, Executive Member for Community Safety and Housing, said, “It is encouraging to see the hard work that has been done and the changes that have been made as a result of this project is being recognised on a national level. I would like to congratulate the team and thank COSLA for recognising these achievements.”

Pinnacle’s Director, Steve White, and his team accepted the award at the prize ceremony. He said: “When we first begun working with EBS, we would never have believed that within just three years, we would be winning national awards for excellence. Through Pinnacle’s partnership with City of Edinburgh Council, we focused on changing cultures, nurturing talent and delivering outcomes and as a result, EBS has been transformed into a high achieving organisation with a culture that is inclusive, open and trusting.

“The EBS team should feel justifiably proud of such an outstanding achievement.”

A tanker truck travelling Northbound on Route 30 with 2,500 gallons of diesel fuel hit a guardrail, veered off the road and overturned into the West River near Newfane, Vermont. The West River is a tributary of the Connecticut River. The driver was ejected and killed, while the truck’s tank ruptured.

The truck came to rest partially submerged in the river on its right side and immediately began leaking its payload. The driver has been identified as 30-year-old Eduard Lashway of Guilford. The vehicle was owned by local company Barrows & Fisher Oil Co. of Brattleboro.

HazMat crews and Brattleboro Fire Department divers worked with booms to try to contain the oil leaking into the river. Route 30 was also closed in both directions, and the river closed to water traffic. A total of 100 gallons of fuel leaked into the river but was ultimately contained by HazMat teams.

WMUR reached an unidentified person at Barrows & Fisher, who refused to identify the then-unknown driver and said he had no comment on the accident.

The accident is under investigation.
